Norwegian Lutheran Mission (NLM)) and Norwegian Mission Society (NMS) are member organization of Digni, invite eligible and qualified consulting firms for the:

Purchase of Consultancy Service for Mini Research and Baseline survey for CASEP phase II (2026 to 2029)

1. Obtaining Tender Documents:

A complete set of tender documents in English can be obtained upon payment of a non-refundable fee of ETB 300.00 (Three Hundred Birr Only).

• In Person: Purchase directly from the NLM Ethiopia Office in cash.
  Bidders must attach a copy of the payment receipt to their tender submission.

2. Mandatory Submission Requirements (Preliminary):

Bids must include copies of the following mandatory documents. Bids lacking any will be rejected.

• Valid Certificate of Incorporation/Registration.
• Taxpayer Registration Certificate (TIN).
• Renewed Business License for 2018 E.C.
• VAT Registration Certificate.
• Tender Security for 1% of the bid price, as a CPO or Bank Guarantee.
• Proof of purchase receipt for this tender document.
• All documents must be arranged in this order.

3. Bid Submission:

• BID document submission period from Thursday July 10 to Thursday July 16, 2026; time the last day July 16, 2026 UP TO 4:30 pm.
• Deadline: Thursday, July 16, 2026, at 04:00 PM.
• Address: Secretary’s Office, NLM Ethiopia Main Office, Yeka Sub-City (Kazanchis), Addis Ababa.
• Format:  those who are far from NLM-E Addis Ababa Office Submit one (1) original and one (1) copy in separate Scanned PDF Document to the email address ‘’ nlmethiopia@nlm.no ’’ The PDF document file names marked as original must be marked “ORIGINAL” and the copy “COPY. All pages must be signed and stamped by the bidder’s authorized representative. In each PDF document there should be separate technical proposal and financial proposal. Those who passed technical evaluation, then financial proposal will be opened.
• The outer folder file name must be clearly marked with: Tender No. NLM/02/2026, And write as footer or header ‘Tender Name, and Bidder’s Name & Contact Details.
  : those who are able to submit physical to NLM-E Addis Ababa Office Submit one (1) original and one (1) copy in separate wax-sealed envelopes, placed inside one outer envelope. The original must be marked “ORIGINAL” and the copy “COPY”. All pages must be signed and stamped by the bidder’s authorized representative. In each envelope there should be separate technical proposal and financial proposal. Those who passed technical evaluation, then financial proposal will be opened.
• The outer envelope must be clearly marked with: Tender No. NLM/02/2026, Tender Name, and Bidder’s Name & Contact Details.

4. Tender Opening:

Tenders will be opened publicly on Friday, July 17, 2026 at 11:00 AM at the NLM Ethiopia Office, in the presence of bidders or their representatives who choose to attend. Tender will be open even no bidder going to attend.

5. General:

NLM reserves the right to accept or reject any or all bids, or cancel the bidding process, at any time prior to contract award, without incurring any liability to bidders.
