- The Federal Democratic Republic of Ethiopia has received Financing from the African Development Bank towards the cost of Climate Resilient Wheat Value Chain Development/CREW/Project, and intends to apply part of the agreed amount for this loan to payments under the contract time for consulting services to carry out Environmental and Social Safeguard Compliance Audit (ESSCA) of the CREW Project. The overall objective of the assignment is to undertake an ESSCA of the CREW project to assess compliance with applicable environmental, social, occupational health and safety requirements and safeguard instruments of the GoE (Government of Ethiopia) and the AfDB.
- The assignment involves conducting a comprehensive Environmental and Social Safeguard Compliance Audit (ESSCA) to assess compliance with applicable donor and borrower environmental and social safeguard requirements. The audit will cover key thematic areas, including environmental and social risk management, occupational and community health and safety, labor and working conditions, pollution prevention, water resource management, biodiversity conservation, climate change, land acquisition and livelihoods, vulnerable groups, gender and GBV/SEA/SH prevention, cultural heritage, stakeholder engagement and grievance management, institutional capacity, and contractor compliance. The assessment will encompass federal- and regional-level implementing institutions, including the FPMU, EIAR, ATI, RPMUS, relevant sector offices, woredas, and kebeles. From the 76 project-implementing woredas, a sample of 10 woredas and approximately 30 kebeles will be selected for the audit, distributed across Oromia (4), Amhara (3), Somali (2), and Afar (1) regions.
- The Ministry of Agriculture now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services be (brochures, description assignments and experience in similar assignment, availability of appropriate skills among staff of the firm, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group-Funded Operations, dated October 2015, which is savailable on the Bank’s website at http://www.afdb.org.
