INVITATION FOR TECHNICAL AND FINANCIAL PROPOSALS

DHIS2 Customization and Implementation Services

Mathiwos Wondu Foundation (MWF) invites eligible and qualified consulting firms to submit sealed technical and financial proposals for the customization, development, deployment, and implementation of a DHIS2-based data-management system for the PEN-Plus Project.

The purpose of the assignment is to transform the project’s existing paper-based patient-information system into a customized DHIS2 Tracker platform capable of managing: comes are included. patient records, patient enrollment, cohort follow-up, clinical outcomes, loss-to-follow-up, automated reporting, dashboards, data-quality controls, and online and offline data entry. The system should also support future interoperability with relevant Ministry of Health digital-health platforms.

Major Scope of Work

The selected consulting firm will be expected to:

  • Conduct a detailed requirements assessment and prepare a System Requirements Specification. Customize and configure the DHIS2 Tracker for patient registration, enrollment, follow-up, cohort monitoring, outcome tracking, and loss-to-follow-up management.
  • Develop disease-specific dashboards, automated reut ports, data-quality validation rules, and data-export functions.
  • Configure production and testing environments, including security, backup, user-access management, and disaster-recovery arrangements.
  • Ensure that the system supports both online and offline operations.
  •  Ensure interoperability with relevant Ministry of Health digital platforms.
  • Provide practical training to MWF staff, health-facility personnel, clinicians, system administrators, and project teams.
  • Provide post-deployment technical support and system maintenance for a minimum period of twelve months.

The detailed scope of work, technical requirements, deliver ables, and proposal-submission requirements are provided  in the Terms of Reference, which shall form an integral part of this invitation.

Required Proposal Documents

1. Technical Proposal

The technical proposal should include:

  • Proposed methodology and technical approach.
  • Detailed work plan and implementation schedule.
  • Team composition, assigned roles, and updated CVs of key experts.
  • Evidence of recent assignments involving DHIS2 or comparable health-information systems.
  • Description of the proposed hosting, security, backup, and disaster-recovery arrangements.
  • Training and knowledge-transfer plan.
  • Post-deployment technical-support and maintenance plan.
  • Risk identification and mitigation plan.
  • Client references and completion certificates, where available.
  • Renewed business licence.
  • Tax Identification Number certificate.
  • VAT registration certificate.
  • Valid tax-clearance certificate.

2. Financial Proposal

The financial proposal should: 

  • Provide a detailed cost breakdown in Ethiopian Birr
  • Clearly indicate whether VAT and other applicable taxses are  included 
  • The financial proposal must cover the complete scope. partial quotations may not be considerd.

Bid Security

Bidders must submit a bid security equivalent to 2% of the total bid amount in the form of a CPO issued by a recognized bank. The bid security must be enclosed in the technical proposal envelope.

Proposal Evaluation Method

Proposals will be evaluated using the following weighting:

  • Technical Proposal: 70%
  • Financial Proposal: 30%
  • Minimum Technical Passing Score: 50% out of the total 70% technical score

Only firms that achieve the minimum technical passing score will proceed to the financial-evaluation stage.

Proposal Conditions

  • The proposal must address the complete scope of the assignment.
  • Partial proposals may be rejected.
  • Prices must be quoted in Ethiopian Birr.
  • The technical and financial proposals must be signed, stamped, and submitted in separate sealed envelopes.
  • MWF reserves the right to accept or reject any proposal, in whole or in part, without incurring any obligation to participating firms.

Bid Document Purchase

Interested bidders may collect the Terms of Reference from the MWF office upon payment of a non-refundable fee of ETB 2000.00 (Two Thousand Ethiopian Birr).

Submission Instructions

Interested firms should submit their signed, stamped, and sealed technical and financial proposals in separate envelopes and in person. The tender shall remain open for ten consecutive calendar days from the date of publication of this announcement.

Closing Time: 11:00 a.m. (5:00 local time)

Proposals submitted after the closing date and time will not be accepted.
