Notice of Invitation for Legal Representation Services for Construction
Works of Muketuri -Alemketema Road Upgrading Project
Contract 2 Kokebmesk-Alem Ketema(re-bid)
1. The Federal Democratic Republic of Ethiopia (FDRE) is undertaking different road projects financed by the government and different financiers. ERA, as representative of the FDRE, intends to select Legal Firm for the dispute arise in connection with Construction Works of Muketuri -Alemketema Road Upgrading Project Contract 2 Kokebmesk-Alem Ketema.
2. The Ethiopian Roads Administration (ERA), duly representing the FDRE hereby invites all interested legal firms to submit their sealed bids which will be the basis for selection of the Legal Firm for the arbitration Service of the aforementioned projects which is carried out abroad.
Participation is open to all eligible Legal firms.
3. The firm shall be selected according to the following criteria:

4. Interested eligible Legal firms may obtain a complete set of Terms of Reference at the address given below, effective as of July 21, 2026 from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.

5. The function of the firm will be in accordance with the rules and procedures for the Function of the Legal Firm as set out in the terms of reference.
6. The bidding procedure to be followed is a one-envelope procedure. The Technical documents and financial offers will be opened at the same time, and financial bid prices and other necessary information will be read out at the opening.
7. Bids must be delivered to the address below on/or before August 07, 2026 at 2:30 P.M

8. The Bids should be delivered in hardcopy to the address stipulated above; however, electronic submison is not allowed.
9. The Ethiopian Roads Administration reserves the right to accept or reject any or all bids.
