Procurement Reference: Lot 1:- G+0 Hebret Lebego Dialysis Center

1. Hibret Lebego Ethiopian Charity Association invites sealed bids from eligible and qualified bidders for the Construction and Finishing of the Specialized Dialysis Center Block.
2. Bidding will be conducted through National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders.
3. Interested bidders must meet the following mandatory eligibility requirements: 
   • Hold a valid and renewed General Contractor (GC-4) or Building Contractor (BC-3) or above license for the current fiscal year (2018 E.C.).
   • Provide a renewed Trade License and Trade Registration Certificate for the current fiscal year.
   • Provide a valid VAT Registration Certificate and Taxpayer Identification Number (TIN).
   • Provide a Valid Tax Clearance Certificate issued by the Ethiopian Customs and Revenues Authority.
   • Be registered on the Supplier List of the Public Procurement and Property Administration Agency (PPA).
   • Provide relevant professional practice certificates.
4. Bidders must not be debarred, suspended, or blacklisted by the Public Procurement Agency (PPA) or any international humanitarian NGO. This will be verified during the evaluation process, and any violation will lead to automatic rejection.
5. A complete set of the Standard Bidding Document (SBD) in English can be collected by interested eligible bidders from the Hibret Lebego Ethiopian Charity Association Head Office at the address given below during standard working hours.
6. Site Visit: Although a site visit is not mandatory, Hibret Lebego Ethiopian Charity Association highly encourages interested bidders to visit the site to familiarize themselves with the project conditions. Such visits shall be at the bidder’s own cost and risk. Site Visit Window: July 23-July 30, 2026
7. All bids must be accompanied by an original Bid Security Bond of 100,000.00 ETB in the form of a CPO or an Unconditional Bank Guarantee directly addressed to Hibret Lebego Ethiopian Charity Association. The bid security must be valid for 118 days (90 days bid validity +28 days extended guarantee).
8. Bidders are required to submit their bid documents in two separate envelopes containing the Technical and Financial proposals. The technical and financial proposals must each contain One Original and One Copy, separately sealed, and then placed into a single outer envelope.
9. The deadline for submission of questions and/or clarifications is August 15, 2026, at 4:00 PM.
10. Bids must be delivered to the address below on or before August 25, 2026, at 10:00 AM. Late bids will be automatically rejected and returned unopened.
11. Bids will be publicly opened in the presence of the bidders or their designated representatives who choose to attend at the address below on August 25, 2026, at 10:30 AM.
12. The contract will be awarded to the bidder that provides the lowest competitive bid that passes the strict administrative and technical evaluation thresholds.
13. Hibret Lebego Ethiopian Charity Association reserves the right to accept or reject any or all bids without assigning any reason thereof.
