The Federal Democratic Republic of Ethiopin, Ministry of Finance has received financing from the World Bank toward the cost of the Human Capital Operation (HCO) and intends to apply part of the proceeds for the recruitment of environmental Specialist to support the operation to meet the requirement in the financing agreement of the operation. The Human capital operation project is a project designed to improve learning outcomes and nutrition services for girls and boys, and to strengthen service delivery and accountability, in all regions including areas affected by conflict, droughts and high levels of refugees. It is a multispectral operation coordinated by the Ministry of Finance mainly focusing on core sectors Ministries as implementing entities. These are Ministry of Health, Ministry of education, Ministry of Agriculture, Ministry of Water and Energy and Ministry of Women and Social Affairs.
The Expert Service ((“the Services”) include the following but not limited to:
- Responsible for the overall Environmental Risk Management arrangements of the Project and ensure the maintenance of sound arrangements throughout the life of the project, consistent with agreements, manuals and project documents.
- Coordinate with environmental focal persons in relevant stakeholders and implementing entities on Environmental Risk management arrangements and implementation as per the project Environmental Social Management Framework and other E&S instruments.
Lead the design and conduct of stakeholder consultations including consultations with Project Affected People (PAPS) on Project activities, environmental risk management and other issues with potential environmental risk management and inclusion implications. - Oversee Project activities related to environmental protection and natural resources management and conservation and other environmental issues.
Follow up on the implementation of the Environmental and Social Management Framework and other E&S instruments in all the beneficiary Institutions for the Project as per agreements/requirements Provide coordinate training, awareness raising and capacity building interventions on environmental issues and environmental risk management to staff of HCO Project Management, Project beneficiaries and Project partners. - Implement/follow-up procedures and mechanisms, including implementation arrangements and institutional responsibilities, for all sub-projects’ Environmental and Social (E&S) screening, classification, and for the identification. preparation, review of appropriate sub-project specific environmental and social due- diligence instruments,
- Oversee and coordinate on E&S related Grievance Redress Mechanism (GRM) of the Project and its handling procedures and channels as per the developed E & S GRM Guideline and prepare grievances database to ensure that all registered complaints are addressed timely and properly.
- Undertake regular field visits to project sites to assess environmental risks and impacts and verify environmental monitoring information provided in the reports of contractors and implementing partners, including photo documentation as applicable.
- Keep records of environmental supervision of project activities in a systemic manner.
Preparation of regular monitoring reports for the Project Coordination
Unit (PCU) at the Ministry of Finance on the E&S performance of the Project - Oversee the implementation of the Environmental Social Commitment Plan (ESCP) with the focus on environmental aspect
- Oversee the implementation of E&S action plan for the program
- Work closely with Social Risk management Expert and coordinate on common activities for implementation, monitoring and reporting. Participate in HCO operational and analytical work related to environmental governance, natural resource management, disaster risk management and climate change
- Participate in HCO-related meetings with the World Bank and other development partners, and undertake other relevant duties as required by PCU
- Contract Term: The service of the specialist is expected for 12 months renewable based on performance and business needs
- Remuneration: Negotiable based on qualification and Experience of the candidate
- Qualification and experience: The qualification and experience required for the Specialist who would like to apply for the service should possess the following minimum criteria
- Bachelor’s Degree and above in environmental engineering, environmental science, natural resource management or related fields.
- At least 08 years for PhD,10 years for MA and 12 years for BA experience in environmental risk management
- Field experience in both assessing project site vulnerabilities/risks, as well as supervising/inspecting/monitoring projects with significant environmental dimensions and/or risks during implementation to mitigate and monitor environmental impacts.
- Demonstrated experience in project management at various levels of environmental management activities, such as preparation and management of Environmental Impact Assessments, Environmental and Social Management Plans.
- Excellent interpersonal and communications skills.
