Assignment Title: Recruitment of Senior Social Safeguards Expert

The Federal Democratic Republic of Ethiopia, Ministry of Finance has received financing from the World Bank toward the cost of the Human Capital Operation (HCO) and intends to apply part of the proceeds for the recruitment of environmental Specialist to support the operation to meet the requirement in the financing agreement of the operation.

The Human capital operation project is a project designed to improve learning outcomes and nutrition services for girls and boys, and to strengthen service delivery and accountability, in all regions including areas affected by conflict, droughts and high levels of refugees. It is a multispectral operation coordinated by the Ministry of Finance mainly focusing on core sectors Ministries as implementing entities.

These are Ministry of Health, Ministry of education, Ministry of Agriculture,

Ministry of Water and Energy and Ministry of Women and Social Affairs.

The Expert Service ((“the Services”) include the following but not limited to:

• Bachelor’s Degree and above in environmental science, environment/ natural resource management, Sociology Anthropology /Development studies or related fields
• At least 08 years for PhD, 10 years for MA and 12 years for BA experience in environmental risk management, social development, social risk management and related fields.
• Demonstrated experience in project management at various levels of Social Management Activities such as preparation and management social impact assessments, Resettlement Action Plan, Social Management Plan, Gender/ GBV Action Plans.

Excellent interpersonal and communications skills.

• Demonstrated ability to work productively in a team setting.
• Willingness to travel frequently nationwide to support/manage implementation of environmental risk management and carry out stakeholder consultations and monitoring/supervision of projects,
• Work experience as an Social safeguards expert in with World Bank funded
• projects/activities and knowledge of the World Bank safeguard policies social Framework(ESF) and requirements will be an advantage, Fluency in English and Amharic languages
• The candidate must have the highest levels of personal integrity, and a reputation for transparent and systematic work style; and
• The candidate must be able to work under pressure situations, in order to meet demanding deadlines.
• Work closely with Senior Environmental Expert and coordinate on common activities for implementation, monitoring and reporting.
• Demonstrated experience in project management at various levels of environmental management activities, such as preparation and management of Environmental Impact Assessments. Resettlement Action Plans, Construction Environmental and Social Management Activities such as preparation and management social impact assessments, Resettlement Action Plan, Social Management Plan, Gender/GBV Action Plans
