NOTICE OF INVITATION FOR ENGINEERING DESIGN AND

CONSULTANCY SERVICES FOR SPECIAL STRUCTURE CONSTRUCTION PROJECTS

1. The Government of the Central Ethiopia Regional State, represented by Transport & Road Development Bureau, has allocated budget towards the cost of Consultancy Services for Detailed Engineering Design, Tender Document Preparation, Construction supervision & Contract administration of special structure Project of the following Package and intends to apply part of the proceeds to eligible payments for the consultation service (with Procurement Ref No. C/E/T/R/D/B/SP/ST/D/SU/P/001/2026).

2. The Package Road Projects are located in Central Ethiopia Regional State, The Project names and distance’s approximately from Welkite listed as shown below.

3. The Service to be, executed under the contract consists of but are not limited to the Consultancy Services for Detailed Engineering Design, Tender Document Preparation, Construction supervision & Contract administration of New Road Construction Project, The duration of the Engineering design and Tender Document Preparation 60 Calendar days (2 Month) and Construction Supervision of Contract administration Special structure construction period is 120 Calendar days (4 Months).

4. The Transport & Road Development Bureau now invites bidders to submit sealed bids for providing the necessary Key professional staff for the Consulting of this road projects,

5. Interested bidders shall submit the following evidence;

I. Certificate of Registration from Ministry of Works and Urban Development or other appropriate regional Bureaus for the Consultants registration with Category Grade III and below renewed For EFY and other appropriate documentary evidences demonstrating the bidder’s compliance, which shall include

II. Valid trading license

III. Commercial Registration Certificate;

IV. Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date

V. VAT registration certificate; and

VI. Evidence of/Being/ Registered Supplier under Public Procurement and Property Administration Agency (PPPAA).

VII. Environmental and Social Impact Assessment Report can be approved by a consulting firm licensed by the Federal Democratic Republic of Ethiopia Environmental Protection Authority.

VIII. Provide a letter of agreement to work with a consulting firm licensed by the Environmental Protection Authority of the Federal Democratic Republic of Ethiopia.

6. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.

7. Thus, Bidders must meet a minimum number of technical points to be achieved in order to accept their proposals for the next stage of the evaluation (i.e. the evaluation of financial proposals). A minimum number of 70 points are required for a technical proposal to be considered responsive. Consultants getting less than 70% in the evaluation shall be rejected and the envelopes containing the financial proposals of those consultants scoring 70% and above shall be opened.

8. The evaluation and selection of consultants shall be carried out in accordance with the Federal Public Procurement Directive – Ministry of Finance and Economic Development, June 2010, accordingly the Method used will be Quality and Cost Based Selection (QCBS).

9. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. from Monday to Thursday and 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Friday. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500.00 (ETB: Five Hundred Only) effective as of 15 successive calendar days starting from the first notification of this advertisement on the Ethiopian Herald. The final submission date and opening of the proposal will be on the 16th date of this announcement on the Ethiopian Herald at 2:00PM & 2:30PM respectively. If the 16th date is not a working day, it will be held on the next working days at same time. The method of payment shall be in cash.

10. Bidders shall submit In addition to the original of the Bid Proposal, the number of copies required is: Two (2) Copies of the Technical Proposal and Two (2) Copies of the Financial Proposal; and the Copies and One Original Financial Proposal Shall be Sealed Separately (Two Seals) and all envelopes containing the original and the copies shall be sealed in another outer envelope clearly marked “Financial Proposal”

11. Evaluation is to be carried out in two stages, Technical Qualification information first and Financial Bids of qualified bidders next.

12. Bids must be delivered to the above address on or before 2:00 PM of the above said date. All bids must be accompanied by a bid security of ETB 100,000 (ETB: One Hundred Thousand). Late bids will be rejected. Qualification information and Bid security of the bidders will be opened in the presence of bidders/bidders’ representatives who choose to attend at Transport & Road Development Bureau Conference Room Basement Floor, on the final date and time of bid submission as stated above.

13. The bidders can submit their proposal only for one package

14. Bidders with unfinished legal design and consultancy service contracts signed in the 2017 E.C with Central Ethiopia Region Transport & Road Development Beauro are not invited to participate in this tender.

15. The Transport & Road Development Bureau reserves the right to accept or reject any or all bids without giving any reason.
