The Federal Democratic Republic of Ethiopia has received financing/grant from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consultancy services.

The consultancy service (“the Services”) includes developing a comprehensive and pro- active road safety management plan that addresses current and potential road safety chal- lenges along Addis- Djibouti corridor. This involves utilizing traffic conflict observation techniques to identify and mitigate potential road safety issues. The study will implement effective road safety measures based on the findings to enhance overall road safety along this corridor.

The main task of the assignment includes, using innovative methods collect and ana- lyze existing road safety data, including traffic accident records, road user behavior, and road infrastructure conditions; conduct traffic surveys, road safety audits, and use traffic conflict observation techniques to identify high-risk locations (black spots) and assess the contributing factors to road accidents using modern technologies; engage with key stakeholders, including local government agencies, transport authorities, law enforce- ment, community groups, and road users; organize workshops and focus groups to gather insights and feedback; assessment of current road safety measures; development of road safety strategies; conduct a cost-benefit analysis of proposed road safety interven- tions and assess the economic impact of road accidents and the potential savings from implementing proposed measures; develop a detailed implementation plan for the recom- mended strategies, including timelines, responsibilities, and resource requirements and provide guidelines for monitoring and evaluation of the implemented measures. The services will be conducted over a period of 8 months after the date of effectiveness of the contract (after an issuance of letter of commencement). The Ministry of Transport and Logistics (MOTL), acting as an implementing agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.

The following criteria will be used to assess the Expression of Interest documents:

• Company Establishment: Regarding its Areas of Expertise, Core Business and Years in the Business relate to transport & road safety consultancy.
• Technical and Managerial Organization of firms including diversity of per- manent personnel related to the services:
• Experience: Completed similar service contracts in the role of prime consultant, JV member, Sub-consultant or management consultant for at least in the last ten years.
• Familiarity, knowledge and experience in the region (in Ethiopia and other Sub Saharan Countries) is an advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, Issued February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly indicate whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
