CALL FOR PROPOSALS FOR CONSULTANCY SERVICES
1. Background
Hiwot Ethiopia is an Ethiopian Civil Society Organization established in 1995 by fourteen young people and working to promote the rights, well-being, protection, development, and meaningful participation of children and youth. The organization implements programmes in areas including health, education, child rights and protection, gender equality, economic empowerment, and emergency response, in collaboration with national and international partners.
Under its Child Rights Governance (CRG) Programme, and in partnership with Save the Children International, Hiwot Ethiopia promotes child-responsive and child-centered budgeting through budget analysis, budget tracking, social accountability, evidence-based advocacy, and meaningful participation of children and other stakeholders in public budget processes.
Under the project “Strengthening Civil Society Capacity for Children’s Rights,” Hiwot Ethiopia intends to engage a qualified and experienced consultancy firm to conduct a Child-Friendly Budget Analysis in the Amhara Region, focusing on public investment and expenditure related to children’s rights.
2. Overall objectives
The overall objective of the assignment is to conduct a child- friendly budget analysis in the Amhara Region, focusing on public investment and expenditure related to children’s rights. The analysis will generate credible, evidence-based information on the trend, adequacy, equity, and child- responsiveness of public resources allocated to children and provide recommendations to strengthen child-responsive planning, budgeting, expenditure, and accountability.
3. Scope of the Assignment
The assignment will assess child-friendly public budgeting in the Amhara Region, focusing on budget allocations and expenditures for children’s rights to health, education, and protection. It will examine whether public resources are adequate, equitable, transparent, and responsive to the needs of diverse groups of children during the 2024/25-2026/27 fiscal years.
4. Required Qualifications and Experience
Interested consultancy firms should meet the following minimum requirements:
- Legally registered and authorized to operate in Ethiopia;
- At least five years of demonstrated professional experience in budget analysis, public expenditure analysis, research, assessments, evaluations, or similar assignments;
- Team Leader with at least a Master’s degree in Economics, Public Finance, Development Studies, Social Sciences, Public Policy, or a related field;
- Demonstrated expertise in public finance, budget analysis, child-responsive budgeting, research, quantitative and qualitative analysis, and policy analysis;
- Demonstrated experience in child-focused, social-sector, gender-responsive, or disability-inclusive budget analysis is an advantage;
- Strong analytical, report-writing, data interpretation, and presentation skills;
- Demonstrated experience facilitating stakeholder consultations, validation workshops, and policy dialogue:
- Experience working with government institutions, International NGOs, civil society organizations, and 60 development partners in Ethiopia; and
- Ability to deploy an appropriately qualified technical team for the assignment.
5. Mandatory Legal and Supporting Documents
The consultancy firm shall submit:
- Valid business registration certificate;
- Valid and renewed business/trade license;
- Tax Identification Number (TIN);
- Relevant tax/VAT registration documents, as applicable;
- Company profile;
- Evidence of previous similar assignments;
- References and contact details of previous clients;
- CVs of proposed key experts;
- Technical proposal; and
- Financial proposal.
6. Duration
The consultancy assignment shall be completed within 45 working days from the date of signing the consultancy agreement. Any request for an extension must be supported by a valid and documented justification and shall be subject to prior written approval by Hiwot Ethiopia.
7. Collection of Terms of Reference (TOR)
The Bid will be closed on August 27, 2026
