REQUEST FOR QUOTATION (RFQ) – Daily Lunch Catering Services 

1. Invitation to Bid

Ease Engineering PLC invites qualified and experienced catering service providers to submit quotations for the provision of daily lunch catering services.

Interested bidders are invited to submit their technical and financial proposals in accordance with the requirements outlined in this Request for Quotation (RFQ).

2. Scope of Services

The selected catering provider will be responsible for:

Estimated number of lunches per day: 45-50 person.

The actual quantity may vary depending on the organization’s requirements.

• Preparation and provision of fresh, hygienic, and good-quality lunches.
• Packaging of meals in appropriate food-grade containers.
• Timely delivery of meals to the designated location.
• Providing sufficient quantities according to the number of meals ordered.
• Maintaining appropriate food safety and hygiene standards.
• Providing menus that offer balanced and suitable lunch options.
• Responding to changes in quantities or delivery requirements when reasonably requested.

3. Bidder’s Price Proposal

Bidders are requested to submit their own proposed prices for the lunch catering services.

The bidder’s financial proposal should clearly indicate:

• Price per lunch/meal.
• Any applicable delivery charges.
• Applicable taxes, if any.
• Any other costs are associated with providing the service.

The organization will not specify a predetermined price. Bidders are expected to provide their best and most competitive quotation.

4. Quality and Service Requirements

The bidder should demonstrate:

• Relevant experience in providing catering services.
• Adequate food preparation and delivery capacity.
• Compliance with applicable food hygiene and safety requirements.
• Ability to provide meals consistently and on time.
• Availability of appropriate staff and transportation facilities.

5. Additional Requirement – Sample Menu and Meal Service Options

The bidder shall provide sample menus and clearly describe the meal service options they are able to offer. At a minimum, the proposal should include the following:

A. Buffet Service

For bidders offering buffet-style lunch service, the proposal should include:

• At least one sample weekly or rotating buffet menu.
• Details of the main dishes, side dishes, vegetables/salads, and other accompaniments to be provided.
• Available options for meat, chicken, fish, vegetarian, or other meal preferences, where applicable.
• Details of beverages, bread, fruit, dessert, or other items included in the meal, if applicable.
• Proposed portion sizes and serving quantities.
• Description of the buffet setup, serving arrangements, utensils, plates, and other necessary materials.
• Details of how food will be maintained at appropriate temperatures and hygienic conditions during service.

B. Box/Packaged Meal Service

For bidders offering boxed or packaged lunch service, the proposal should include:

• At least one sample weekly or rotating boxed lunch menu.
• Details of the food items included in each meal box.
• Proposed portion sizes and quantities.
• Types and quality of food-grade packaging to be used.
• Available options for meat, chicken, fish, vegetarian, or other meal preferences, where applicable.
• Details of beverages, bread, fruit, dessert, or other items included in the meal box, if applicable.
• Description of packaging, labeling, handling, and transportation arrangements.
• Measures to ensure that meals remain fresh, hygienic, and suitable for consumption upon delivery.

C. Menu Variety and Flexibility

The bidder should demonstrate the ability to provide a varied and balanced menu rather than repeating the same meals frequently.

The proposed menu should consider:

• Nutritional balance.
• Food quality.
• Appropriate portion sizes.
• Menu variety.
• Suitability for the expected workforce.

The bidder should also indicate its ability to accommodate reasonable changes to the menu, meal quantities, dietary requirements, or service arrangements upon request.

D. Sample Meal Presentation

Where possible, bidders may be requested to provide a sample meal or participate in a tasting session before final selection.

The organization may evaluate the sample based on:

• Taste.
• Freshness.
• Presentation.
• Portion size.
• Food quality.
• Hygiene.
• Packaging.
• Overall suitability.

6. Submission of Bid

Interested bidders should submit a quotation containing the following:

1. Company profile.
2. Relevant catering experience.
3. Proposed lunch menu/sample menu.
4. Price quotation.
5. Delivery arrangements.
6. Valid business/license documents, where applicable.
7. Contact details of the bidder.

7. Evaluation

Bids will be evaluated based on factors including:

• Competitiveness of the proposed price.
• Quality and suitability of the proposed meals.
• Relevant experience and capacity.
• Food safety and hygiene standards.
• Delivery reliability.
• Compliance with the requirements of this RFQ.

8. Bid Cancellation and Selection Rights

The organization reserves the right, at its sole discretion and without obligation to provide compensation to any bidder, to:

• Cancel the entire bidding process at any time before or after submission of bids.
• Cancel or withdraw part of the bidding requirements while proceeding with the remaining requirements.
• Accept or reject any bid, in whole or in part.
• Select one bidder or multiple bidders from among the submitted bids, depending on the organization’s operational requirements.
• Negotiate with one or more shortlisted bidders regarding price, quality, menu, delivery arrangements, or other service conditions.
• Reject any or all bids if the submitted proposals do not meet the organization’s requirements.

የዕለት ምሳ ምግብ አቅርቦት አገልግሎት

1. የጨረታ ግብዣ

Ease Engineering PLC ብቃትና ተዛማጅ ልምድ ያላቸው የምግብ አቅራቢዎችን የዕለት ምሳ ምግብ አቅርቦት አገልግሎት ዋጋ እንዲያቀርቡ ትጋብዛለች።

ፍላጎት ያላቸው ተጫራቾች በዚህ የዋጋ ጥያቄ (RFQ) ሰነድ ውስጥ በተገለጹት መስፈርቶች መሠረት የቴክኒክና የፋይናንስ ሀሳባቸውን እንዲያቀርቡ ይጠየቃሉ።

2. የአገልግሎቱ ወሰን

የሚመረጠው የምግብ አቅራቢ ከሚከተሉት ኃላፊነቶች ይኖሩበታል፦

• ትኩስ፣ ንጹህ፣ ንጽህናው የተጠበቀ እና ጥራት ያለው ምሳ ማዘጋጀትና ማቅረብ።
• ምግቡን ተስማሚ በሆኑ የምግብ ደህንነት ደረጃቸውን በጠበቁ መያዣዎች ማሸግ።
• ምግቡን በተመደበው ቦታ በተወሰነው ሰዓት ማድረስ።
• በታዘዘው የምግብ ብዛት መሠረት በቂ መጠን ማቅረብ።
• ተገቢውን የምግብ ደህንነትና የንጽህና መስፈርት መጠበቅ።
• ሚዛናዊና ለሰራተኞች ተስማሚ የሆኑ የምሳ ምግብ ማቅረብ።
• በምግብ ብዛት ወይም በማድረስ መስፈርቶች ላይ በሚጠየቁ ምክንያታዊ ለውጦች መሠረት ተስማሚ ምላሽ መስጠት።

3. የተጫራቾች የዋጋ ሀሳብ

ተጫራቾች ለሚሰጡት የምሳ ምግብ አቅርቦት አገልግሎት የራሳቸውን ዋጋ እንዲያቀርቡ ይጠየቃሉ።

የፋይናንስ ሀሳቡ በግልጽ መልኩ የሚከተሉትን ማካተት አለበት፦

• የአንድ ምሳ/ምግብ ዋጋ።
• ካለ የማጓጓዣ/የማድረሻ ክፍያ።
• ተፈጻሚ ከሆነ ግብር።
• አገልግሎቱን ለመስጠት የሚያስፈልጉ ሌሎች ወጪዎች።

ድርጅቱ ቀድሞ የተወሰነ የዋጋ መጠን አያስቀምጥም። ተጫራቾች የተሻለና ተወዳዳሪ የሆነ ዋጋ እንዲያቀርቡ ይጠበቃል።

4. የጥራትና የአገልግሎት መስፈርቶች

ተጫራቹ የሚከተሉትን ማሳየት አለበት፦

• በምግብ አቅርቦት አገልግሎት ተዛማጅ ልምድ።
• በቂ የምግብ ዝግጅትና የማድረስ አቅም።
• ተፈጻሚ የሆኑ የምግብ ንጽህናና ደህንነት መስፈርቶችን ማክበር።
• ምግብን በቋሚነትና በሰዓቱ የማቅረብ አቅም።
• ተገቢ ሰራተኞችና የማጓጓዣ አቅም መኖር።

5. ተጨማሪ መስፈርት – የሜኑ እና የምግብ አቅርቦት አማራጮች

ተጫራቹ የናሙና ሜኑ ማቅረብ እና ሊሰጣቸው የሚችላቸውን የምግብ አቅርቦት አማራጮች በግልጽ መቀመጥ አለበት።

1. የቡፌ አገልግሎት

የቡፌ አገልግሎት ለማቅረብ የሚችሉ ተጫራቾች የሚከተሉትን ማቅረብ አለባቸው፦

• ቢያንስ የአንድ ሳምንት ወይም የሚቀያየር የቡፌ ሜኑ ።
• ዋና ምግቦች፣ ጎን ምግቦች፣ አትክልት/ሰላጣ እና ሌሎች ተጨማሪ ምግቦች ዝርዝር።
• የስጋ፣ የዶሮ፣ የዓሳ፣ የቬጀቴሪያን ወይም ሌሎች የምግብ ምርጫዎች፣ ካሉ።
• በምግቡ ውስጥ የሚካተቱ መጠጦች፣ ዳቦ፣ ፍራፍሬ፣ ጣፋጭ ምግብ ወዘተ፣ ካሉ።
• የሚቀርበው የምግብ መጠንና የክፍል መጠን።
• የቡፌ ዝግጅት፣ የማቅረቢያ ሂደት፣ ሳህኖች፣ ዕቃዎች እና ሌሎች አስፈላጊ ቁሳቁሶች ዝርዝር።
• ምግቡ በተገቢው የሙቀት መጠንና በንጽህና ሁኔታ እንዲቆይ የሚወሰዱ እርምጃዎች።

2. የምሳአቃ/የታሸገ ምግብ አገልግሎት

የታሸገ ወይም የምሳእቃ የሚቀርብ ምሳ ለማቅረብ የሚችሉ ተጫራቾች የሚከተሉትን ማቅረብ አለባቸው፦

• ቢያንስ የአንድ ሳምንት ወይም የሚቀያየር የምሳእቃ ሜኑ።
• በእያንዳንዱ የምግብ ሳጥን ውስጥ የሚካተቱ የምግብ አይነቶች።
• የሚቀርበው የምግብ መጠንና ብዛት።
• የሚጠቀሙት የምግብ ደህንነት ደረጃቸውን የጠበቁ የማሸጊያ ዓይነቶችና ጥራት።
• የስጋ፣ የዶሮ፣ የዓሳ፣ የቬጀቴሪያን ወይም ሌሎች የምግብ ምርጫዎች፣ ካሉ።
• የምሳእቃ ውስጥ የሚካተቱ መጠጦች፣ ዳቦ፣ ፍራፍሬ፣ ጣፋጭ ምግብ ወዘተ፣ ካሉ።
• የማሸግ፣ መለያ የመስጠት፣ የአያያዝና የማጓጓዣ ሂደቶች።
• ምግቡ እስከሚደርስ ድረስ ትኩስ፣ ንጽህናው የተጠበቀ እና ለፍጆታ ተስማሚ ሆኖ እንዲቆይ የሚወሰዱ እርምጃዎች።

3. የሜኑ ልዩነትና ተለዋዋጭነት

ተጫራቹ ተመሳሳይ ምግቦችን በተደጋጋሚ ከመስጠት ይልቅ የተለያዩና ሚዛናዊ ሜኑ የማቅረብ አቅም እንዳለው ማሳየት አለበት።

የቀረበው ሜኑ የሚከተሉትን ግምት ውስጥ ማስገባት አለበት፦

• የምግብ ሚዛናዊነት።
• የምግብ ጥራት።
• ተገቢ የምግብ መጠን።
• ሜኑ ልዩነት።
• ለሚጠበቀው የሰራተኛ ብዛትና የስራ አካባቢ ተስማሚነት።

ተጫራቹ በጥያቄ መሠረት ሜኑ፣ በምግብ ብዛት፣ በልዩ የምግብ ፍላጎት ወይም በአገልግሎት አቀራረብ ላይ ምክንያታዊ ለውጦችን የማድረግ አቅሙንም መግለጽ አለበት።

4. የናሙና ምግብ አቀራረብ

ተጫራቾች ከመጨረሻ ምርጫ በፊት የናሙና ምግብ እንዲያቀርቡ ወይም በምግብ ጣዕም ሙከራ (Tasting Session) እንዲሳተፉ ሊጠየቁ ይችላሉ።

ድርጅቱ የናሙና ምግቡን በሚከተሉት መስፈርቶች ሊገመግም ይችላል፦

• ጣዕም።
• ትኩስነት።
• አቀራረብ።
• የምግብ መጠን።
• የምግብ ጥራት።
• ንጽህና።
• የማሸጊያ ጥራት።
• አጠቃላይ ተስማሚነት።

6. የጨረታ ሰነድ አቀራረብ

ፍላጎት ያላቸው ተጫራቾች የሚከተሉትን የያዘ የዋጋ ሀሳብ ማቅረብ አለባቸው፦

1. የድርጅቱ መግለጫ (Company Profile)።
2. ተዛማጅ የምግብ አቅርቦት ልምድ።
3. የቀረበ የምሳ ምናሌ/የናሙና ምናሌ።
4. የዋጋ ሀሳብ።
5. የማድረሻ አሰራር።
6. ተፈጻሚ ከሆነ የሚሰራ የንግድ ፈቃድና ሌሎች አስፈላጊ ሰነዶች።
7. የተጫራቹ የመገኛ አድራሻና የስልክ መረጃ።

7. የጨረታ ግምገማ

የጨረታ ሀሳቦች ከሚከተሉት መስፈርቶች መካከል በመመርኮዝ ይገመገማሉ፦

• የቀረበው ዋጋ ተወዳዳሪነት።
• የቀረበው ምግብ ጥራትና ተስማሚነት።
• ተዛማጅ ልምድና አቅም።
• የምግብ ደህንነትና ንጽህና መስፈርቶች።
• የማድረስ ታማኝነት።
• በዚህ RFQ የተገለጹትን መስፈርቶች ማሟላት።

8. የጨረታ ሂደት የመሰረዝና የመምረጥ መብት

ድርጅቱ በራሱ ውሳኔና ውሳኔውን ለማንኛውም ተጫራች ካሳ የመክፈል ግዴታ ሳይኖርበት የሚከተሉትን መብቶች ይይዛል፦

• የጨረታውን ሂደት ከጨረታ ሀሳብ ከመቅረቡ በፊትም ሆነ ከቀረበ በኋላ በማንኛውም ጊዜ መሰረዝ።
• የጨረታውን መስፈርቶች በከፊል መሰረዝ ወይም ማንሳት እና የቀሩትን መስፈርቶች ማስቀጠል።
• ማንኛውንም የጨረታ ሀሳብ ሙሉ በሙሉ ወይም በከፊል መቀበል ወይም መተው።
• እንደ ድርጅቱ የስራ ፍላጎት አንድ ተጫራች ወይም ከአንድ በላይ ተጫራቾችን መምረጥ።
• ከአንድ ወይም ከብዙ የተመረጡ ተጫራቾች ጋር በዋጋ፣ በጥራት፣ በምናሌ፣ በማድረሻ አሰራር ወይም በሌሎች የአገልግሎት ሁኔታዎች ላይ ድርድር ማድረግ።
• የቀረቡት የጨረታ ሀሳቦች የድርጅቱን መስፈርቶች ካላሟሉ ሁሉንም የጨረታ ሀሳቦች መተው።
