The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization for Efficient Service Delivery Project and intends to apply part of the proceeds for consulting services.

The consulting service (“the Services”) is to obtain the services of a highly qualified and experienced IPSAS Implementation Expert is to provide essential technical support to the Government Accounts Directorate in implementing International Public Sector Accounting Standards (IPSAS) at the Federal Government level.

The Ministry of Finance now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: qualification and experience as IPSAS Implementation Expert under World Bank financed projects.

Further details on the qualification requirements are provided in the TOR which can be obtained from the address below in person or by requesting the TOR to be sent by e-mail.

The attention of interested Consultants is drawn to paragraph 3.13 and 3.14 of the World Bank’s Procurement Regulation for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulation for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”).
