Procurement No: ChoWEDO/NBC/001/2018

1. Chora Woreda Education Office has secured budget for the procurement of Chora Woreda G+2 Elementary School Building.
2. Chora Woreda Education Office now invites sealed bids for eligible bidders who are interested and capable to allocate their sufficient resource for G+2 Elementary School Building Project at Chora Woreda Kumbabe Town which can be completed within the maximum of 720 calendar days.
3. Bidding will be conducted in accordance with the open national tendering procedures contained in public procurement proclamation of the Federal Democratic Republic of Ethiopia and is open “to all eligible bidders.
4. Interested eligible bidders may obtain further information from the address stated below.
5. Bidders shall present a single outer sealed package comprising two principal sub- packages: Technical Documents and Financial Documents. The Technical sub-package must contain a distinct, separately sealed envelope titled “Original Technical Document” housing the authenticated original technical submission, together with two independently sealed replicas denominated “Copy-1” and “Copy-2,” each a faithful photocopy of the original. The Financial sub-package must likewise contain an independently sealed envelope titled “Original Financial Document” enclosing the original financial offer, plus two separately sealed photocopy envelopes labeled “Copy-1” and “Copy-2.” The bid security shall be enclosed within its own sealed envelope and inserted into the “Original Technical Document” envelope. All duplicate sets must be exact reproductions of their originals, sealed, and labeled dentically. Submissions deviating from this prescribed multilayered packaging and labelling protocol shall be deemed noncompliant and may be disqualified.
6. A comprehensive compendium of bidding documentation, articulated solely in the English language, may be procured by interested prospective bidders upon the formal submission of a written application, accompanied by the following requisite credentials: a duly presented Value Added Tax (VAT) registration certificate alongside a corresponding copy of the VAT certificate, a valid certificate of competence issued by the Ministry of Construction and Urban Development (MOCUD), a copy or renewed registration certificate for the 2018/2019 Ethiopian fiscal year from the Oromia Construction Authority or MOCUD, a renewed trade license for the same fiscal year, and a valid tax clearance certificate from the Federal or Oromia Revenue Authority-valid throughout the bid validity period. All documents must be delivered to the address specified below, together with an irrevocable cash payment of Ethiopian Birr 2,181 (two thousand one hundred eight one birr) only, commencing from the initial publication date of the notice in the newspaper, during official working hours, Monday through Friday.
7. Bids must be delivered on 26th Calendar day of the first day announcement on newspaper on or before 03:30 AM local time and closed on the same day at 04:00 AM local time, if the 26th day is not working day, the bid will be submitted and opened on the next working day. Original Technical requirement will be opened on the same day at 04:30 AM local time, in the presence of the bidder’s representative who chooses to attend. Late bids shall be rejected. All bids must be accompanied by a bid security of 500,000 (five hundred thousand ETB) which will be payable upon on the first written demand to client security in acceptable form of CPO Only which has validity period of 150 calendar days from Banks which have branches in Buno Bedele Zone with the form annexed to bid document on the section of contract forms. The financial proposal of the substantially responsive bidder will be opened after notice of the technical requirement result is announced on the notice board.
8.  Contractors those have no good performance in the last three years in our region or terminated or with different warning letters written to them are not accepted by client. If one or any of the above-mentioned cases are presented to us during the evaluation process, the client immediately rejects the bidder with such case.
9. The Bidder shall submit Site Visit which contain attachment of Testimonial letter from client, site photograph and site visit report.
10.  Eligible bidders requested to show original documents for construction competency license, trade license, tax clearance to open their bid while opening of the bid.
11. All your technical documents must be submitted according to the sequences specified in the BID document
12. Kumbabe town Municipality has THE RIGHT TO ACCEPT/REJECT ANY/ALL BID.
