Factor	Criteria
financial statements certified by an independent auditor	Bidder has to submit financial statements certified by an independent auditor as required in ITB Clause 15.2(a) for the period specified.

Legal Qualification

valid tax clearance certificate	Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.6(b)(iii);
valid business license	Bidder has to submit valid business license indicating the stream of business in which the bidder is engaged in accordance with ITB Clause 4.6(b)(i);

Terms and Conditions: ማሳሰቢያ፤ መስሪያ ቤታችን የኢትዮጵያ ፖሊስ ዩኒቨርሲቲ ለ2019 በጀት አመት የተለያዩ የቧንቧ እቃዎች ለመግዛት በወጣው ግልጽ ጨረታ ላይ ለሚወዳደሩ ድርጅቶች የሚከተሉትን ነገሮች ማሟላት ይጠበቅባቸዋል፡፡ 1.አሸናፊው ድርጅት ያሸነፈበትን የተለያዩ የቧንቧ እቃዎች እቃዎች በራሱ ትራንስፖርት ኢትዮጵያ ፖሊስ ዩኒቨርሲቲ ሰንዳፋ ከተማ ግምጃ ቤት ማቅረብ አለበት፡፡ 2.ተጫራቾች ዋናውን የጨረታ ማስከበሪያ ጨረታው ከመከፈቱ ከአንድ ቀን በፊት ኢትዮጵያ ፖሊስ ዩኒቨርሲቲ አስተዳደር ህንፃ ቢሮ ቁጥር 02 በአካል ማቅረብ የሚጠበቅባችሁ ሲሆን ይህን የጨረታ ማስከበሪያ ዋስትና ስካን በማድረግ በE-GP ሲስተም ላይ ከጨረታ ሰነዳችሁ ጋር ማያያዝ ይጠበቅባችኋል፡፡ 3.ድርጅቶች ለመወዳደሪያነት (specific requairement) ውስጥ በተቀመጠውን ስፔክ ማየት ይጠበቅባችኋል፡፡ 4.አሸናፊው ድርጅት የሚያቀርበው የተለያዩ የቧንቧ እቃዎች ጥራት ያለው መሆን አለበት፡፡ 5.ጨረታው ሲከፈት በሰዓቱ ኪኮድ ሸር ያላደረገ ተጫራች በኋላ ለሚመጣው ችግር መስሪያቤታችን ሀሊፊነቱን አይወስድም፡፡ 6.ከጥቃቅንና አነስታኛ ተቋም የጨረታ ማስከበሪያ የድጋፍ ደብዳቤ የምታመጡ ድርጅቶች የምታመጡት ደብዳቤ በ2017ዓ.ም በወጣው የግዥ መመረያ መሰረት ከአደራጁ ተቋም በትክክል የተጻፈ፣ የግንኙነት አድራሻ ያለው፣በደብዳቤው ላይ የጨረታውን አይነት /የጨረታ መለያ ቁጥሩ/ እና የገንዘብ መጠን መገለጽ አለበት፡፡ 7.ጥቃቅንና አነስተኛ ድርጅቶች የጨረታ መተማመኛ ቅጽ specific requirement ላይ በፒዱኤፍ ስላስቀመጥን ቅጹን እንደ አንድ ህጋዊ ሰነድ/legal document/ሞልታችሁ እንድታቀርቡ እናሳስባለን፡፡ 8.መስሪያ ቤቱ ጨረታዉን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብት አለው፡፡
