2.The Ethiopian Agricultural Transformation Institute (ATI) now invites sealed bids from eligible and qualified bidders for Procurement of Printing, Large-Format Signage, Promotional Wearables, and Executive Branding Goods under a One (1) Year Framework Agreement. The procurement is divided into the following lots:

• Lot 1: Publications & Paper Printing
• Lot 2: Large-Format Printing & Event Display Signage
• Lot 3: Promotional Apparel, Branded Textiles & Wearables
• Lot 4: High-End Corporate Branding

3. Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the Federal Public Procurement Proclamation and Directive and is open to all eligible bidders.

4. Bidders must submit copies of the following valid documents to demonstrate eligibility and compliance:

• Renewed Trade License relevant to the category,
• Business Registration Certificate,
• Tax Identification Number (TIN), 
• valid Tax Clearance Certificate,
• VAT Registration Certificate (for contracts of ETB 500,000), and
• Certified audited financial statements for the last three (3) fiscal years showing an average annual turnover of at least ETB 5,000,000.
• Proof of successfully executing at least two (2) similar contracts within the past five (5) years, each with a contract value of at least ETB 500,000 per Lot.

5. A complete set of bidding documents in English language may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 500.00 (Five Hundred Ethiopian Birr only) or an equivalent amount in a freely convertible currency. The method of payment will be bank transfer or cash deposit to EATI’s Commercial Bank of Ethiopia account which is 1000517806424 (Ethiopi.Gibri. Trans.ins.Gov-Birr’B’).

6. Bids must be delivered to the address below on or before September 24, 2026, at 10:30 AM local time (allowing the required minimum 30-day advertisement period for NCB). Late bids will be rejected.

• Bids will be opened in the presence of bidders or their official representatives who choose to attend on September 24, 2026, at 10:30 AM local time at the address indicated below.
• Bids must remain valid for 90 calendar days after the deadline for hid submission

7. All bids must be accompanied by an unconditional Bank Guarantee or CPO issued by a recognized domestic bank, valid for at least 28 days beyond the bid validity period, in the following amounts per lot:

• Lot 1: ETB 150,000 (One hundred fifty thousand Ethiopian Birr)
• Lot 2: ETB 110,000 (One hundred ten thousand Ethiopian Birr)
• Lot 3: ETB 100,000 (One hundred thousand Ethiopian Birr)
• Lot 4: ETB 70,000 (Seventy thousand Ethiopian Birr)

8. The Ethiopian Agricultural Transformation Institute (ATI) reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders.
