Enabling Ethiopia Project (EEP) – National Youth Employment System Enhancement Program
1. Context & Assignment Overview
The Ministry of Labor and Skills (MoLS), through the Enabling Ethiopia Project (EEP) supported by the Mastercard Foundation (MCF), is inviting qualified consultancy firms to submit Technical and Financial proposals for external specialized services under a No-Cost Extension (NCE) period. The engagement focuses on two core assignments running concurrently from mid-September to November 30, 2026:

Assignment 1: OSSC Assessment & Prioritization, Service Standardization & Quality Improvement, and Capacity Building & Professionalization

Assignment 2: E-LMIS Integration and Digital Strengthening
Note: Bidders may apply for Assignment 1, Assignment 2, or both jointly (a single integrated bid covering both assignments is encouraged for operational efficiency).
2. Key Submission Requirements
Interested firms must submit their application containing the following:

Technical Proposal: Maximum 15 pages (excluding annexes) detailing understanding of assignment, proposed methodology, work plan, and team composition.

Key Personnel CVs: Demonstrating required expertise for the selected assignment(s).

Financial Proposal: Itemized by assignment, deliverable, and cost category, inclusive of all applicable taxes.

Administrative Documents: Company profile, valid registration/legal status certificate, and at least two references for similar assignments completed in the past 5 years.

Compliance Statements: Signed statement of exclusivity/availability for the assignment period and disclosure of any potential conflicts of interest.
3. Submission Guidelines & Formatting

Addressing: All documents must be formally addressed to Target Business Consultants PLC.

Separation: The Technical Proposal and Financial Proposal must be prepared and delivered as completely separate files or packages.

Physical Submission: Each proposal must be sealed in its own separate envelope labeled “Technical Proposal” or “Financial Proposal”. Both envelopes must be placed inside a larger outer envelope clearly stating the assignment title.

Email Submission: Files must be compressed into separate folders labeled “Technical Proposal” and “Financial Proposal” and attached separately.
