Assignment Title: Consultancy Service for Conducting Feasibility Study of Borehole Drilling, Irrigation Systems and Contract Administration for Ada’a Bacho Irrigation Project. Procurement Reference No. ET-MOIL-524340-CS-CQS

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Climate Resilient Irrigation for Sustainable Production (CRISP) Project. The implementing agency, the Ministry of Irrigation and Lowlands, intends to apply part of the proceeds to the consulting services.

The consulting service (‘the service’) includes conducting the feasibility study, preparing the preliminary design and tender documents preparation, and providing contract administration and supervision for the Ada’a Becho irrigation scheme, using state-of-the-art approaches.

The Objective of the Assignment: The objectives of this consultancy service shall include the following major categories, but not limited to;

a) Conduct Feasibility Study

b) Prepare preliminary and detailed design and tender Document

c) Provide Contract Administration and Supervision.

Scope of the service: The scope of the consultancy services comprises, but is not limited to:

a. Review of existing studies and designs and identify their limitation/gaps and capture valid information/data that will serve as input for this feasibility study. This desk work, combined with initial two-day field visits and beneficiary consultation meetings at the Ada’a Becho irrigation scheme, will serve as a base to prepare the Inception Report.

b. Conduct feasibility-level field surveys, investigations and explorations as detailed under section D below, building on the outcomes of and the findings from the aforementioned desk-work.

c. Conduct technical, economical/financial, social and environmental analysis, among others, to come up with clear recommendations for the most optimal mix of crop and irrigation & drainage technology options selection and preparing a complete set of feasibility report to rehabilitate and modernize 600 ha irrigation.

d. Once the feasibility study report is validated by MILLS (see Section F: Schedule of Reporting), and if the existing gravity-based irrigation system (with or without night storage) is appraised and recommended, detailed design-level surveys and technical investigations-as outlined in Section D-will be undertaken for the full 600 ha command area. In this case, the Consultant will prepare detailed irrigation and drainage rehabilitation and/or modernization designs, including engineering drawings and bidding documents for the 600 ha. This shall include, inter alia, the specification of pump capacities and power requirements, identification of optimal energy sources (grid, solar, etc.), quantification and specification of irrigation equipment, identification of construction material sources, proposed construction and installation methodologies, and preparation of detailed engineering cost estimates, including operation and maintenance (O&M) costs.

e. If one or more pressurized irrigation methods (drip, sprinkler, and/or center-pivot systems) are appraised by the feasibility study, only a preliminary design shall be prepared to inform feasibility-level decision-making. Under this scenario, the Consultant shall prepare the terms of reference and detailed technical requirements for hiring a competent Design-Build-Operate- Transfer (DBOT) contractor. These requirements shall include provisions for O&M capacity-building support to local operators, to be organized through the irrigation Water Users Associations (WUAS).

f. Undertake contract management and supervision of the 600ha rehabilitation and modernization, as well as drafting the operation and maintenance (O&M) manual during the design stage (to be finalized at the end of supervision to include, among others, the as-built drawings.

g. Assess the institutional and O&M capacity of Ada’a Becho Irrigation Scheme WUAS, recommend the capacity building needs and provide them the required support to effectively and efficiently undertake their respective O&M roles. Service Duration: The total duration of the service is 6 months (180 calendar days) for the feasibility study and to prepare preliminary and detailed design and tender documents, and 18 months (540 calendar days) for Construction supervision and Contract Administration.

The Ministry of Irrigation and Lowlands now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: Core business and years in business, qualifications and experience in the field of assignment, organizational, managerial and technical capabilities of the firm, and general qualification and number of staff, but not individual experts’ bio-data.

The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, Sixth Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. But should indicate clearly whether the association is in the form of a joint venture and/ or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the procurement regulation.
