The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Climate Resilient Irrigation for Sustainable Production (CRISP) Project Preparation Facilities. The Ministry of Irrigation and Lowlands (MILLS) intends to apply part of the proceeds toward payments under the contract for the consulting services (Recruitment of Senior Geotechnical Engineer
Individual Consultant).

1. OBJECTIVES OF THE ASSIGNMENT

The objective of the service is to conduct a safety assessment of the dams relevant to the CRISP Project and provide technical assistance to support the effective implementation of the Irrigation part of the CRISP Project. The Senior Geotechnical Engineer will work with other dam safety Panel of Experts (POE) members and support the CRISP Project Implementation Unit (PIU) that is responsible for planning, managing, and implementing the Resilience Project within the MILLS.

2. SCOPE OF THE ASSIGNMENT

The Senior Geotechnical Engineer (the Consultant) will conduct a dam safety assessment, working with other POE members, and provide technical assistance to the project’s dam safety management.

A. For Dam Safety Assessment

The Consultant will work in coordination with other panel members to assess the safety condition of the dam and associated structures, its operational status or procedure, and its performance history, in accordance with the national standards and international guidelines and practices; assess the overall risk of the dam and any required works or safety-related measures necessary to upgrade the dam to an acceptable standard of safety, considering the potential risk of the dam and urgency of interventions; and prepare a dam safety assessment report, including any safety issues, potential risks, and recommendations of remedial works and safety improvement measures, covering both structural and nonstructural elements along with their conceptual design and preliminary cost estimates.

The main tasks of the expert concerning dam safety assessment are described in two tiers. If the Tier I dam safety assessment raises serious dam safety issues and warrants the Tier II examination, the tasks under Tier II would be requested of the expert or team of experts based on consultations between the PIU and the World Bank. The potential risk of the dam may also warrant a Tier II examination. The scopes of work for the assignment are given in the terms of reference.

 B. For Technical assistance

• The Consultant shall coordinate the preparation/update and submission of dam safety plans, including the Emergency Preparedness Plan, Operation and Maintenance Plan (Manual).
• Quality control and document review- the panel of experts will review and/ or provide quality control on draft terms of reference, feasibility studies, and detailed designs with relevance to damn safety.
• Design Review – Assess adequacy of hydrological, geological, geotechnical, and seismic investigations, review structural, hydraulic, and stability design of dam and appurtenant works, evaluate spillway capacity, design flood, and reservoir routing.
• Review instrumentation, monitoring, and safety design criteria. Reservoir filling and Initial Operation Review reservoir filling plan and safety mitigation measures, assess dam performance and instrumentation data, and recommend operational safety and monitoring measures.
• Operation, Maintenance, Safety Planning, Environmental and Social Aspects – Review Dam Safety Plan (DSP), O&M Manual, and Emergency Preparedness Plan (EPP), evaluate inspection, surveillance, and performance monitoring procedures, recommend safety audits and training programs, integrate dam safety with environmental and social management, especially downstream safety.
• Provide technical support to CRISP PIU during bi-annual Implementation Support Missions- The panel of experts will prepare assessment findings and recommendations. This will primarily entail an assessment of the technical quality of sub-projects and a comparison of construction against the agreed technical specifications. The assessment will draw on site visits, including discussions with local officials, contractors, contractor supervisors, community members, and other relevant stakeholders on any issues or problems during the implementation phase. The assessment shall include recommendations to enhance quality assurance and accountability in the construction phase of the program.

3. REQUIRED QUALIFICATIONS/COMPETENCES

• The Consultant shall have a minimum of a BSc degree in Geology/Civil Engineering/Engineering Geology and/Geotechnical Engineering with at least 15 years of proven professional experience in Dam Study, Design, Construction supervision, assessment, analysis, and development of Manuals and strategies of public services, with a high credit to experience in Dam Safety and Dam Engineering.
• Working experience in dam safety review, inspection, and assessment, including monitoring instrumentation.
• Practical experience and strong communication skills on the subject matter, and capacity to offer training and other capacity-strengthening activities.
• Having experience in QC/QA/EPP will be an added advantage.

4. DURATION OF THE ASSIGNMENT

A total of 655 dam safety assessment days are required for the assessment, comprising 565 days for the 113 diversion and earth fill dams (averaging 5 days cach) and 90 days for the large dams,

5. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM THE PANEL OF EXPERTS

The dam safety panel of experts shall deliver the following outputs:

• Dam Safety Assessment Report for each project-relevant dam, addressing key findings of the overall safety condition of the dam and recommendations of required structural and nonstructural remedial measures based on the potential risk of the dam.
• Review and consolidate existing dam safety documentations
• Conduct a field trip and assess the current status of identified dams Develop and/or update the Dam Safety Strategy Document.
• Develop and/or update the Dam Safety Emergency Preparedness Plan
• Advise on preparation/update of the Dam Operation and Maintenance Plan (Manual)
• Provide the necessary inputs in the Project Operations Manual and other guidance as appropriate.

6. MANAGEMENT PROCEDURES

Contractually, the Consultant and other POE members will work under the overall supervision of the CRISP PIU Coordinator and partners’ relevant focal persons; he/she will specifically work under the leadership of the Dam Safety Engineer in the Dam Safety Panel of Experts. The Consultant shall also work closely with the other World Bank-financed Irrigation Projects and other designated MILL staff and consultants.

7. PAYMENT: Based on the experience and qualifications of the consultant, which is negotiable.

8. Place of Work: Addis Ababa, MILLS.

The MILLS now invite eligible candidates to indicate their interest in providing the Services. The Senior Geotechnical Engineer will be selected based on the approved methods of selecting an Individual Consultant in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (Procurement Regulation) Seventh Edition dated September 2025.
