The Bidder shall submit audited financial statements for the last 5 (Five) years (From January 2019 up to bid submission date) demonstrating a minimum Average Annual Revenue of ETB 40,000,000.00 Birr; calculated as total received for contracts in progress and/or completed within the last Five years divided by 5years and the report must be done by Chartered Certified Auditor

The Peak annual turnover for Water Well Rehabilitation: -:

The Bidder shall submit audited financial statements for the last 5 (Five) years (From January 2019 up to bid submission date) demonstrating a minimum Average Annual Revenue of ETB 30,000,000.00 Birr; calculated as total received for contracts in progress and/or completed within the last Five years divided by 5years and the report must be done by Chartered Certified Auditor.

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past 5 years to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability.

Financial Resources for Water Supply System and Toilet renovation: – Ethiopian Birr 3 million

Financial Resources for Water Well Rehabilitation: – Ethiopian Birr 2 million

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

In case of Partnerships, Consortium or Joint Ventures, the bidder submit a separate Beneficial Ownership Disclosure Form for each member; disclose at least one of the following: –

1)    Directly or indirectly holding 10% or more of the shares.

2)    Directly or indirectly holding 10% or more of the Voting Rights or

3)    Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

4)    Whether a person directly or indirectly exercises significant influence or control over the Company (tendered)

 In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

 Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Bidder does have nationality in accordance with ITB Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Specific Experience for Water Supply System and Toilet renovation: Similar contract (s) with value at least the amount 12,000,000.00 ETB for one contract within the past five years (From January 2021 up to bid submission date) or for 2 (Two) contracts with the contract value of each 6,000,000.00 ETB;

Specific Experience for Water Well Rehabilitation: Similar contract (s) with value at least the amount 8,000,000.00 ETB for one contract within the past five years (From January 2021 up to bid submission date) or for 2 (Two) contracts with the contract value of each 4,000,000.00 ETB

Non-performance of a contract did not occur within the last 5 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period
