Emergency Relief Transport Enterprise is seeking to implement a comprehensive Fleet Management System (FMS) to optimize the use of our fleet resources and address critical operational challenges. Our fleet consists of 186 vehicles. Reno 16, Trucker 58, Sino100 and 12 Light and medium vehicles. Our Organization faces ongoing issues such as fuel theft, vehicle and machinery misuse, and difficulties in monitoring tire usage. engine oil consumption, and vehicle battery status. Additionally, maintenance and repair costs have been difficult to control, necessitating a more proactive approach.

Emergency Relief Transport Enterprise invites eligible and qualified bidders to participate in an Open National Competitive Tender for the provision of GPS Control and Monitoring Service for its heavy-duty vehicle fleet for the 2019 Ethiopian Fiscal Year.

The procurement shall be conducted in accordance with the applicable procurement law and Federal Government- Owned Enterprises Procurement Execution Directive No. 1070/2025.

1. ELIGIBILITY REQUIREMENTS

Management System

Interested bidders shall submit the required legal and qualification documents, including:

• Valid and renewed trade/business license relevant to the service;
• Valid TIN certificate:
• Valid VAT registration certificate, where applicable;
• Valid tax clearance certificate, where applicable;
• Evidence of relevant experience in GPS control, tracking and fleet-monitoring services;
• Required technical and professional qualifications;
• Bid security in the amount and form specified in the bidding document.
• Bidders should be registered in EGP.

2. BIDDING DOCUMENT

Interested eligible bidders may purchase/obtain the bidding document from the FINANCE Department Directorate of Emergency Relief Transport Enterprise, during regular working hours, upon payment of the applicable non-refundable tender document fee.

Bidders can purchase the tender document starting from the date this announcement is published in the REPORTER newspaper during regular working hours by paying a non-refundable fee of 500.00 ETB (Five hundred Birr) from the Finance Department/ Directorate at the Enterprise’s Head Office located in Akaki Kality.

The Enterprise reserves the legal right to cancel the tender fully or partially if it finds a better alternative.

3. SUBMISSION OF BIDS

Bidders shall prepare and submit their bids in accordance with the requirements stated in the bidding document.

Bid Submission Deadline: Date this announcement is published in the REPORTER newspaper during 10 regular working days till at 4:00 Local Time (Morning).

Bids must be deposited in the tender box prepared for this purpose at the Procurement Department Directorate before the closing date and time.

The Enterprise reserves the legal right to cancel the tender fully or partially if it finds a better alternative.

Late bids shall not be accepted.
