1. GENERAL INFORMATION

Ghion Industrial Chemical Sector Plc (GICS) invites qualified and experienced consultancy firms to submit Expressions of Interest for the following two separate assignments for the proposed Integrated Chlorine, Sodium Hypochlorite and Hydrochloric Acid Manufacturing Plant:

• Factory Design and Consultancy Services
• Environmental and Social Impact Assessment (ESIA) Consultancy Services

Firms may submit an EOI for either one assignment or both assignments, provided they meet the respective requirements. Firms applying for both shall clearly indicate their intention and demonstrate capacity to undertake each assignment separately.

2. ASSIGNMENT 1-FACTORY DESIGN AND CONSULTANCY SERVICES

The selected architectural and engineering consultancy firm will provide a complete, safe, practical and cost-effective design for the proposed chemical factory in accordance with applicable Ethiopian requirements. The detailed TOR will provide the full technical scope and deliverables.

Key Scope of Services

• Factory site planning, master plan and layout
• Architectural, civil and structural engineering design
• Mechanical, electrical and plumbing (MEP) design
• Production, processing, packaging, storage and warehouse facilities
• Chemical storage and handling areas, laboratory and office facilities
• Water supply, drainage, wastewater, electrical power and utility systems
• Ventilation, fire protection, emergency and safety systems
• Internal roads, loading/unloading areas and provision for future expansion
• Detailed construction drawings, specifications, BOQ and cost estimates
• Tender and construction documents
• Support for required permits and approvals and, if required, technical support during tendering and construction

Minimum Experience and Capacity

• Proven experience in factory and industrial design
• Experience in chemical factories or similar industrial projects
• Experience in multidisciplinary architectural and engineering design
• Qualified and experienced professional design team
• Evidence of successfully completed similar projects
• Knowledge of industrial safety, environmental requirements and utility systems

3. ASSIGNMENT 2-ESIA CONSULTANCY SERVICES

The selected environmental and social consultancy firm will undertake a comprehensive ESIA for the proposed plant, covering applicable project phases, associated facilities and area of influence, and supporting the environmental approval process. The detailed TOR will provide the full technical scope and deliverables.

Key Scope of Services

• Project screening, scoping and review of the proposed project and associated facilities
• Environmental and social baseline studies and field investigations
• Review of applicable Ethiopian legal, regulatory and institutional requirements
• Assessment of alternatives and potential environmental and social impacts
• Assessment of hazardous chemical, chemical/process safety and major accident risks
• Assessment of occupational and community health and safety risks
• Assessment of disaster risk reduction, climate change and biodiversity considerations
• Stakeholder consultation and documentation of stakeholder concerns
• Preparation of environmental and social management, monitoring and emergency preparedness measures
• Preparation and submission of required ESIA documentation and support during the environmental approval process

Minimum Experience and Qualifications

• Valid legal registration and professional license relevant to the consultancy services
• Demonstrated experience in ESIA assignments
• Proven experience in industrial and/or chemical-sector ESIA studies
• Experience with hazardous chemical facilities, chemical/ process safety or major accident risk assessment
• Relevant experience with comparable facilities, including chlorine, sodium hypochlorite, hydrochloric acid, chlor-alkali, chemical storage or other hazardous chemical projects, where applicable
• Appropriately qualified multidisciplinary professional team
• Experience in environmental field investigations, monitoring and laboratory analysis
• Experience in stakeholder consultation and engagement
• No conflict of interest with the proposed assignment
• Relevant comparable assignments should identify the client, project location, year, scope and role performed

4. EOI SUBMISSION REQUIREMENTS

Interested firms shall submit an Expression of Interest containing, at a minimum:

• Company profile and legal registration/professional license
• Description of relevant experience in the applicable assignment
• Details of similar or comparable completed assignments, including client references
• Brief information on proposed professional capacity and key experts
• Evidence of relevant technical capability
• Contact details and declaration regarding conflict of interest

5. SHORTLISTING

EOIs will be reviewed based on eligibility, relevant experience, technical and professional capacity, and demonstrated ability to undertake the required services. Shortlisted firms will be invited to submit detailed technical and financial proposals in accordance with the applicable procurement procedure and TOR.
