Contract Title: Enhancing Youth Opportunities through the Baraka Vocational Training Centre in Adama City, Oromia Region. Ethiopia. NCB-IsDB-Baraka/Civil-Wks/2026-2027/W.B 26/04/26

1. The Baraka Charity Association has received financing from the Islamic Development Bank (ISDB) toward the cost of Enhancing Youth Opportunities Through the Baraka Vocational Training Center in Adama City, Oromia Region. Ethiopia, and intends to apply part of the proceeds toward payments under the contract for Construction of Vocational Training Center.

2. The Baraka Charity Association now invites sealed bids from eligible bidders for the Construction of Vocational Training Center in Adama City. This will include: the construction of a VTC building consisting of two floors (ground and first floors). The ground floor (700 sq. m) will have 2 classrooms, 4 workshops, a storage room and offices for administration with sub-divisions for management/admin staff. The second floor (500 sq.m) will have 4 classrooms, 2 workshops, 1 library, a multipurpose hall, and a kitchen with a dining facility.

3. Bidding will be conducted through National Competitive Bidding procedures as specified in ISDB’s Guidelines: Procurement of Goods, Works and related services under Istoric Development Bank Project Financing April 2019 Revised in February 2023 “Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.5 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth ISDB’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Baraka Charity Association, al_baraka2007@yahoo.com and inspect the bidding documents during office hours 09:00 to 17:00 hours, Monday to Friday at the address given below

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 15. The method of payment will be by cash (at the offices) or through BANK transfer to the Bank Account Number: 1000469680715, Account Name: Baraka Charity Association. Name of Bank: Commercial Bank of Ethiopia. The document will be sent by email provided by the bidder in the written application with proof of payment or the documents can be collected in person upon making the payment at the offices.

6. Bids must be delivered to the address below, before 25 October 2026 at 2:00PM. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below.

7. All bids must be accompanied by a Bid Security; in the form of a Bank Guarantee in the amount of USD 4,000.
