Promoting Resilience and Cohesive Community Project Invitation to tender for the preparation of a standardized MHPSS integrated Social Cohesion Manual

Catholic Caritas Ethiopia (CCE), formerly the Ethiopian Catholic Church Social and Development Commission (ECC-SDCO). was founded in 1965 as a leading NGO dedicated to improving Ethiopians’ well-being through social justice, sustainable development, and humanitarian support. Guided by the Catholic Church’s social doctrine, its mission also promotes peaceful coexistence, social cohesion, and dialogue, complementing its social development efforts. To enhance this mission, Caritas is implementing the “Promoting Resilience and Cohesive Community” project through its Dioceses, including activities like developing a standardized MHPSS integrated social cohesion manual.

The Caritas Catholic Ethiopia (CCE) is seeking qualified and experienced consultant/firm to prepare MHPSS integrated social cohesion manual of ” Promoting Resilience and Cohesive Community Project”, funded by MISEREOR-Germany. The manual, for Diocesan Justice & Peace Coordinators and Community Facilitators, is a practical, evidence- based guide to enhance community resilience through guidelines, tools, and capacity-building, aiming to foster participation, strengthen social bonds, and support stability across Ethiopia’s diverse contexts. CCE invites qualified and experienced companies to submit their quotations for the provision of a qualified technical service.

1. Terms and Conditions:

• Submission Deadline for Quotation: 12th of October 2026
• Place of Submission: CCE, Head Office
• Quotation Opening Date: 14th October 2026
• Notification of Successful Supplier: 16th of October 2026
• Contract Signing Date: 19th October 2026

The tender will be conducted using CCE’s and its donors’ standard bidding procedures and is open to all interested suppliers.

2. Mandatory Requirements:

All quotations must be accompanied by the following documents:

• Certificate of Incorporation/Registration
• Valid renewed trade license for Ethiopian FY 2019
• Valid Tax Registration or Latest Tax Clearance Certificate
• Updated Company Profile
• Reference/Recommendation from clients for the past three years 
• A company that has no any safeguarding violation record

The quotation must be submitted on the official letterhead of the supplier and should include:

• Company name and registration details
• Full physical address
• Contact person’s name, email, and phone number
• A cover letter ,resumes/CVs with references, and a written example by the principal producer – provide context and credibility for the manual’s preparation, highlighting the producer’s relevant experience, qualifications, and previous work.

3. Additional Notes:

• CCE reserves the right to accept or reject any quotation.
• Please specify the name and official account number of the company.
• All quotations/offers and payments should be in Ethiopian Birr (ETB).
