Based on the bidder’s request for clarification, the following amendment to the bidding document and response to clarification request has been issued:

1. The original bidding document issued reads ITB 4.1 Bidders are not allowed to participate in Joint Venture. This has been replaced by Maximum number of members in the Joint Venture shall be: Three (3)
2. Section 3 (Three) Qualification criteria the table heading in the Original Bidding Document reads Joint Venture (existing or intended)- N/A This has been replaced by Applicable.
3. Section 3 (Three) Qualification criteria 3.2 Average Annual Construction Turnover Reads All members Combined N/A, Each Member Must meet,.%, of the requirement N/A At least one Member Must meet.%, of the requirement. This has been replaced by All Members Combined- Applicable Each Member Must meet 25 % of the requirement & at least one Member must meet 50 % of the requirement.
4. Bidder’s Request: Could you please extend the submission time? The coming weeks includes holidays such as Meskel and Irreecha during which the roads will be closed and we will not be available at work. For these reasons, we kindly request that you extend the submission date. MoWE’s Response: We acknowledge the ‘request to extend the bid submission deadline ‘due to the upcoming holidays, anticipated road closures, and staff availability. After due consideration the Procuring Entity confirms that adequate and reasonable time of 52 days has already been provided to all prospective bidders to prepare and submit their bids, considering the nature, scope, and complexity of the procurement. The cited circumstances are not considered sufficient grounds for further extension, particularly as the procurement is on the critical path of project implementation and any additional delay would affect bid opening, evaluation, award, contact finalization, and commencement of the works. In addition, maintaining the established deadline is necessary to ensure fair, consistent, and equitable treatment of all prospective bidders. Accordingly, the request for extension is not accepted, and the bid submission deadline shall remain unchanged as stipulated in the bidding documents and subsequent amendment.
5. Schedule(s) of Adjustment Data Table A – Local Currency and Table B – Foreign Currency on page 118 has been replaced with the following table:

6. Bidders Request “In the Cholkassa Olgabissa Kebeles Water Supply Project Unpriced BOQ, a 50 kVA generator is specified after derating for the site altitude and ambient temperature. However, the required site conditions for applying the derating factors have not been provided. Therefore, we kindly request your good ministry office to provide the following information:

a) 50 kVA Transformer

The following technical parameters shall be considered for the 50 kVA transformer: Primary (HV) and Secondary (LV) Rated Voltages:

• Please use 33 kV / 0.4 kV, with 33 kV on the high-voltage primary side and 0.4 kV on the

Low-voltage secondary distribution side.

• No-Load Loss: Maximum ≤ 105 W @75°C.
• Load Loss at Rated Load: Maximum ≤1100 W full load @75°C.
• Impedance Voltage: 4%.

b) 50 KVA Diesel Generator

The following site-specific conditions shall be considered for the 50 kVA diesel generator:

• Site Elevation: Please consider an altitude of 1,527 m above mean sea level (m a.s.1.) for the specific project site.
• Ambient Temperature: Please consider a maximum ambient temperature of 40°C for the specific project site.

Remarks: All other remaining transformer parameters shall comply with the applicable Ethiopian Electric Utility (EEU) standard requirements. If the transformer is to be supplied other than the Ethiopian Electric Utility, the Contractor shall obtain’ approval prior to supply by submitting the detailed technical specifications and demonstrating compliance with the applicable country specific requirements.

7. Bidder’s Request: Could you clarify which data 1 should take from the PDF and the excel sheet? In the PDF, the quantity is missing but it appears in Excel File-Specifically for bidNo2.21,2.24 and 2.25 on the pressure line sheet. Response from MoWE: This has been corrected. Please use the new uploaded document under. amendment 2 of this particular tender.

8. Bidder’s Request: Could you please Confirm Whether the pump is solar powered or-electrically driven? For the dosing system and related items there is no technical document requirement Could you please provide the necessary technical details or allow us to select a compatible system based on the BOQ Specifications? Response from MOWE:

2. The primary power source for the project shall be electric power, with a standby diesel generator provided for backup purposes. The project is not based on solar power.
3. Dosing Equipment and Accessories:

The contractor shall comply with the detailed descriptions and requirements specified in the BOQ. All dosing equipment shall meet the specified standard technical requirements,

The required equipment shall include:

• Two (2) units of 200-liter mixing tanks
• One (1) 200 liter storage tank
• Gravity dosing pumps/system as per specified capacity:
• All required valves and fittings
• Required power cables and controllers and
• Domestic water supply pumps with the capacities specified in the BOQ

All equipment shall be supplied and installed in accordance with the specified technical requirements and capacities stated in the BOQ and shall comply with all applicable standards and relevant codes

9. The bidders requested that the bill of quantities are not legible on all pages. Please obtain the document under this amendment 2 in the folders for this particular bid www.mowe.gove.et  tenders

10. All other terms and conditions of the bidding document issued to the bidders ‘remain unchanged
