Procurement of External Consultancy Service for Soft Skills & Life Skills Training Delivery

1. Background

Wendem Kalid Megbare Senay Foundation (WKF), in strategic partnership with GIZ Invest for Jobs (Special Initiative Decent Work for a Just Transition), is implementing the ‘Employability Training and Capacity Building Project for Homeless People in Addis Ababa Under this project expansion, WKF intends to contract a qualified external consulting firm to deliver an intensive 20-day Soft Skills and Life Skills training program for 200 vulnerable and street-connected youth.

2. Scope of Work

The selected consultant will deliver an interactive 20- day curriculum covering 6 Consolidated Core Modules (Personal Mastery, Holistic Health, Interpersonal Dynamics, Workplace Professionalism, Career Pathways, and Financial Literacy) alongside guest speaker engagements.

3. Collection of Terms of Reference (TOR) Document

Interested eligible bidders/consulting firms are invited to purchase and collect the complete set of Terms of Reference (TOR) documents from Wendem Kalid Migbare Senay Foundation Head Office upon payment of a non- refundable fee of ETB 300.00 (Three Hundred Ethiopian Birr) beginning from September 28,2026 to October 5,2026 during regular working hours (Monday to Friday, 8:30 AM-5:00 PM).

4. Requirements for Bidders

• Legal Status: Valid and renewed Business License/Commercial Registration Certificate in consultancy or training services in the specified area.
• Tax Compliance: Tax Identification Number (TIN) and VAT Registration Certificate.
• Team Expertise: A lead trainer team of at least 3 experts with relevant degrees in Social Work, Psychology, Sociology, Education, or related fields.
• Track Record: Minimum of 5 years of proven experience in delivering soft skills, psychosocial, or life skills trainings. (Experience in delivering training or related services to vulnerable youth, street-connected youth, or other marginalized and socially excluded groups will be considered an advantage.)
