Qualification Requirements
- Financial Resources
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement

- Certificates of satisfactory execution of contracts
Supply Experience: Bidders must submit documentation of experience and proof of satisfactory execution for similar contracts in the last three years minimum average size of 80,000,000 ETB.

- Bid Security
Bidder MUST submit the bid security in hardcopy to the designated address before the bid submission deadline, using the form attached in this bidding document in the name of Ethiopian Roads Administration. The bid security MUST be an unconditional bid security in the form of a CPO (Certified Payment Order), Bank Guarantee, or Bid Bond.

- Relevant Professional Practice Certificate
- Bidder must submit: Professional Practice Certificates or similar proof for at least two (2) contracts on similar assignments executed within the past three (3) years.

- Bidder must submit: A signed and stamped Technical Specification Compliance Sheet.
- Evaluation Criteria:The compliance sheet provides a detailed clause-by-clause commentary for every requirement in the technical specification.
- Each clause is explicitly marked as “compliant,” “partially compliant,” or “non-compliant.”
- Explanations and justifications are provided for any partial or non-compliance.
- The sheet is signed by an authorized representative and bears the company’s official stamp.

- Spare Parts Catalogue
Bidder MUST submit a soft copy of the spare parts catalogue, including a Recommended Spare Parts List and Field Kits of Spare Parts List.

- Onsite warranty
Bidder MUST submit an Onsite Warranty Letter guaranteeing to replace defective parts within the warranty period specified in the tender document at the bidder’s cost, including transportation and labor to the worksite in Ethiopia (Spec I, Point 6). The letter MUST detail the terms and conditions, the process for rectifying faults, and include any extra warranty period documentation.

Manufacturer / shall have valid certification for quality and safety for the offered product from accredited international certification boards or authorities like ISO, CE, ASTM, DIN, JIS, TUV or other known equivalent internationally recognized authorities.

- Evaluation Criteria: All types of manuals specified in the tender document (e.g., operator’s, service, maintenance) are included.

- Bidder must submit: A Certificate of Origin for the goods being offered.
