The Ministry of Industry invites eligible consulting firms, individually or in association with other eligible consulting firms, to submit Expressions of Interest for the establishment of a three-year framework arrangement for engineering design, construction supervision, contract administration and related multidisciplinary consultancy services for the Modjo Leather City Industrial Park and other assignments that may be activated under the framework.

The framework is intended to provide access to qualified engineering consultancy capacity for assignments that may include, as applicable, detailed engineering design, preparation of tender documents, cost estimation, procurement support, construction supervision, contract administration, QA/QC, testing and commissioning, hydrology and water-balance studies, industrial park master planning, shared infrastructure design, environmental and HSE support, factory-shed design review, BIM/GIS services, and CETP/ZLD-related engineering and O&M oversight.

The present MLCIP requirements include a ZLD-based Common Effluent Treatment Plant/CETP and associated shared infrastructure, together with compound fence, roads, utilities and other industrial park facilities. The detailed requirements of each future assignment/call-off will be specified in the relevant call-off/assignment document.

Minimum Qualification Requirements

Interested consultants shall demonstrate:

  1. Legal eligibility to provide consultancy services in accordance with applicable Ethiopian laws and procurement requirements.
  2. At least two substantially completed CETP, industrial wastewater treatment or comparable industrial wastewater assignments during the last ten years, of which at least one shall have included construction supervision or commissioning.
  3. At least one substantially completed industrial park, leather park, industrial estate or comparable multi-utility infrastructure/master-planning assignment.
  4. Demonstrated experience in administration or implementation of contracts using FIDIC Conditions of Contract.
  5. Adequate multidisciplinary organizational capability covering the engineering disciplines relevant to the services.
  6. No conflict of interest with potential contractors/EPC bidders for works related to the assignments.
  7. Professional indemnity insurance or a written undertaking to obtain appropriate professional indemnity insurance before contract signature.

Information to be submitted

The Expression of Interest shall include:

  • Consultant’s profile and legal status,
  • Organization structure and principal areas of expertise,
  • Description of relevant assignments,
  • Evidence of completed assignments,
  • Client name and contact/reference information,
  • Contract value and dates,
  • Description of the consultant’s role,
  • Description of CETP/ZLD/industrial wastewater experience,
  • Description of industrial park/shared infrastructure experience, FIDIC experience,
  •  Information on proposed consortium/JV members, where applicable,
  • Conflict-of-interest declaration, and
  • Other information specified in the REOI document.

Evaluation and Shortlisting

The evaluation shall be conducted in two stages.

Stage 1 – Mandatory Pass/Fail Qualification

Firms shall be required to satisfy all mandatory qualification qualified requirements stated in the REOI. Failure to satisfy any mandatory requirement shall result in the firm being considered not qualified for ranking.

Stage 2 – Ranking of Qualified Firms

Qualified firms shall be ranked out of 100 points as follows:

 Firms that obtain less than 70 points out of 100 shall not be shortlisted.

The three to seven highest-ranked consultants shall be shortlisted and invited to submit full proposals in response to the Request for Proposals (RFP), in accordance with applicable procurement requirements.

Framework Arrangement

The Expression of Interest and subsequent shortlisting do not constitute an award of an individual consultancy assignment.

The successful consultant(s) under the subsequent RFP/multi-utility framework procurement shall enter into the applicable framework arrangement for a period of three years. Individual consultancy assignments shall be activated through separate call-off/assignment arrangements defining the applicable scope, deliverables, personnel, duration, price/payment arrangements  and  other assignment-specific requirements.

The Employer shall not be obliged to activate every potential assignment identified under the framework unless expressly provided in the framework and call-off documents.
