A. Background

The United Nations World Food Programme in Addis Ababa, Ethiopia invites interested and qualified companies to submit their Expressions of Interest (EOI) for provision of superintendent services for food commodities imported.

B. Objective

This invitation for expression of interest aims to identify qualified companies to provide pre- inspection, offloading inspection, documentation, and reporting services. The shortlisted companies will be invited to participate in a competitive bidding process to provide the above-mentioned services. Based on the results of the bidding process, WFP may conclude a contract with one or more companies for the provision of the named services.

C. Service Requirement

  1. Carry out pre-inspection activities on food commodities, coordinating with all stakeholders, reviewing the checklist, familiarizing oneself with the offloading site, and verifying the availability of necessary inspection equipment.
  2. Conduct offloading inspection which involves visual inspection of food containers, bulk and break bulk consignments, monitoring and assisting in the destuffing process, assessing the quantity and condition of commodities received.
  3. Provide detailed inspection reports and submit to stakeholders as required.
  4. The contracted company will be required to have an office/representatives based in WFPs operational areas in the country.

D. Eligibility Criteria

This Invitation for Expression of Interest is open to qualified local companies in Ethiopia. Companies must have a representative or office in the relevant WFP operational warehouse location (or be willing to establish an office/assign a representative upon contract award) and should be able to provide services in the specified locations.

E. EOI process

To participate in the pre-qualification exercise, companies are required to provide the following:

  • Letter of Expression of Interest with official letterhead
  • Supporting documents
    • Brief company profile (max. of 5 pages), including organisation structure and contact details (e-mail addresses and telephone contact numbers are mandatory, website, address/physical location, fax numbers).
    • Certificate of Incorporation for PLC or Share Company
    • Trade registration License and Renewed Business License
    • Taxpayer and VAT registration certificates
    • Valid certification from the Ethiopian National Accreditation Office (ENAO)
    • Independently conducted Audit report of the last two years.
    • Letters of recommendation from at least three (3) clients. (Letters should be written in English/translated into English)
    • All documents should be presented in English.

! Failure to provide the above specified required documentation will result in the company’s exclusion from further consideration.

F. Closing Date of Submission and Contact Details

The Expression of Interest (EOI) along with the required documents must be enclosed in a sealed envelope and delivered to WFP Country Office in Addis Ababa at the address provided below, no later than 21October 2026, 12:00 hrs.

! WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline.

! This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process.

WFP does not charge any fee for companies to participate in the entire process.
