  የባለቤትነት ማረጋገጫ ሰነድ (ሊብሬ) ወይም የባለቤትነት ማረጋገጫ ሰነድ (ሊብሬ) ውክልና፤በአባሪነት ተያይዞ በቀረበው የውክልና ስልጣን ማስረጃ ቅፅ አባሪ አንድ መሠረት ተጫራቾች አሸናፊ ስለመሆናቸው ሲገለፅላቸው ማቅረብ ይኖርበታል፡፡ በመሆኑም በዚህ ጨረታ ላይ ለመወዳደር በአባሪ ሁለት ላይ በቀረበው ቅፅ ላይ የሊብሬ ውክልናውን በሰነዶች ማረጋገጫና ምዝገባ ኤጀንሲ በማረጋገጥ ማቅረብ የሚችሉ ስለመሆኑ ቃል የሚገቡበት ፎርማት ላይ የሊብሬ ውክልና ሰጪና ተቀባይ ጋር በመፈራረም እና ማህተም በማድረግ ከመጫረቻ ሰነድ ጋር ማቅረብ ይኖርባቸዋል፡፡

  ተጫራቾች ለአንድ ማሽን 30,000.00 / ሰላሳ ሺህ/ የጨረታ ማስከበሪያ ዋስትና መስያዝ ሲኖርባቸው በማሽኑ ብዛት የጫረታ ማስከበሪያው ተባዝቶ ከታወቀ ባንክ በባንክ ጋራንቲ ወይም በCash Certified Payment Order (CPO) ማቅረብ ይኖርባቸዋል፡፡የጨረታ ማስከበሪያው በባንክ ጋራንቲ የሚቀርብ ከሆነ ጋራንቲው ለ120 ቀናት ፀንቶ መቆየት ያለበት ሲሆን አጠቃላይ የሚቀርበው የጨረታ ማስከበሪያ ከብር 500,000.00 መብለጥ የለበትም፡፡ የጨረታ ማስከበሪያ ዋስትናው እስካን ተደርጎ ማቅረብ አለበት፡፡ ማሳሳቢያ፡-ማንኛውም ተጫራች  የጨረታ ማስከበሪያ ዋስትና በሁኔታ ላይ ያልተመሠረተ ባንክ ጋራንቲ  ሲያቀርብ የጨረታውን ቁጥር፣የአገልግሎቱ ዓይነት  ማፀፍ አለበት፡፡
