Qualification Requirements

• Annual Turnover

  The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years amount of at least ETB 91,000,000.00

  Bidder has to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed

• Nationality
  

  Bidder does have nationality in accordance with ITB Clause 4.2.

• Historical Financial Performance

  Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past 5 years to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability.

• valid tax clearance certificate
  

   Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

• General experience

  General experience in Construction Sector as Contractor, Subcontractor and Joint Venture at least Three Years Construction experience.

• CVs of the Professional staffs
  

  Bidder has to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

• conflict of interest
  

  Bidder is found to have a conflict of interest as described in ITB Clause 6;

• professional practice certificates
  

  Bidder has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b)(iv).

• Bidder Certification of Compliance Form

  Bidder has to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period

• Financial Resources

  The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement with amount of ETB 7,600,000.00

  Bidder has to demonstrate in its Technical Proposal that it will have at least 6 personnel for the key positions that meet requirements

   In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

  Bidder has to provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 15.1;

   Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

  Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

• Pending litigation

  All pending litigation shall in total not represent more than 5 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

• Beneficial Ownership Disclosure Form
  

  In case of Partnerships, Consortium or Joint Ventures, the bidder submit a separate Beneficial Ownership Disclosure Form for each member; disclose at least one of the following: –

  1)    Directly or indirectly holding 10% or more of the shares.

  2)    Directly or indirectly holding 10% or more of the Voting Rights or

  3)    Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

  4)    Whether a person directly or indirectly exercises significant influence or control over the Company (tendered)

   Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

• Specific Experiance
  

  Contractor, Subcontractor and Joint Venture at least One Contract of Solar Powered Irrigation Project or Solar Powered Water supply Project similar in nature and complexity to the intended work within the last 10 years with a value of at least ETB 76,000,000.00, that have been successfully and substantially completed (70% completed) and are similar to the proposed works.

  OR

  Two Contracts of Solar Powered Irrigation Projects or Solar Powered Water supply Projects similar in nature and complexity to the intended work within the last 10 years each value of at least ETB 38,000,000.00, that have been successfully and substantially completed (70% completed) and are similar to the proposed works.

• History of non-performing contracts

  Non-performance of a contract did not occur within the last 5 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

  Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).
