Provision of Overland (cross-border) Transport Services from Djibouti to Ethiopia

A. Background

The United Nations World Food Programme in Addis Ababa, Ethiopia invites interested and qualified companies to submit their Expressions of Interest (EOI) for Provision of Overland (cross-border) Transport Services from Djibouti to Ethiopia.

B. Objective

This invitation for expression of interest aims to identify qualified local companies for the provision of overland transport services from Djibouti to Ethiopia. The shortlisted companies will be invited to participate in a competitive bidding process to provide the above-mentioned services. Based on the results of the bidding process, WFP may conclude a contract with one or more companies for the provision of the named services.

C. Service Requirement

Overland (cross-border) freight transport services from Djibouti to Ethiopia for food and non-food items.

D. Eligibility Criteria

This Invitation for Expression of Interest is open to qualified local companies in Ethiopia. Companies must have a representative or office in the relevant WFP operational location (or be willing to establish an office/assign a representative upon contract award) and should be able to provide services in the specified locations.

E. EOI Process

To participate in the pre-qualification exercise, companies are required to provide the following:

• Company’s confirmation in writing of their interest (application) to join WFP’s database or shortlist of companies for the requested services.
• Renewed Trade Registrations and Business License
• Renewed Transport Operating License from Ministry of Transport and Logistics including accredited list of trucks under your company.
• Taxpayer Registration Certificate.
• Updated company profile information: including contact details, (e-mail address is mandatory, website, address/physical location, telephone, fax numbers) and experience in the freight transport operation.
• Independently conducted Audit report for the last two years.
• Recommendation letters from three credible clients and other relevant documents required to operate in overland freight transport operation.

! Failure to provide the above specified required documentation will result in the company’s exclusion from further consideration.

WFP seeks to shortlist companies/organizations with demonstrable technical and financial capabilities who will be invited to participate in the bidding process. After the deadline, WFP will evaluate all submitted EOIs, and participants will be notified of the outcome by email.

F. Closing Date of Submission and Contact Details.

The Expression of Interest (EOI) along with the required documents must be enclosed in a sealed envelope and delivered to WFP Country Office in Addis Ababa at the address provided below, no later than 21 October 2026, 12:00 hrs.

• The cover of the envelope should contain the following information – EOI Reference Number (EOI-ETCO-LOG-2026-06), Date of Submission, and the Name of the company.
• All EOIs should be duly signed and stamped.

! WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline.

! This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process.

WFP does not charge any fee for companies to participate in the entire process.
