INVITATION TO OPEN BID
FOR THE SUPPLY OF CONSTRUCTION MATERIALS

1. The Water and Land Resource Center (WLRC) invites sealed bids from eligible and qualified bidders for the supply of the following Construction and Planting materials:

Lot 1: Different Construction Materials as per the detailed specifications provided in the bidding document.

1. Gabion Boxes (different size), total quantity: 2,000 m3,

2. LDPE/ HDPE Plastic sheet -5 roll,

3. Binding/Tying Wire -100 kg,

4. PP/Jute/Gunny Sand Bags – 1,000 pcs

• Lot 2: Planting Materials: Grass Seed (10 quintals) and Forage Tree Seed (20 quintals),
• Lot 3: Gravel of sizes 02-03 cm and 03-05 cm, with quantities of 3,000 m3 and 720 m3, respectively.

2. Interested and eligible bidders may purchase a complete set of the bidding documents upon payment of a non- refundable fee of ETB 300 (Three Hundred Birr) from the WLRC Procurement and Property Administration Unit, 1st Floor, located at Lamberet, Addis Ababa.

3. Bidders must submit valid and renewed legal documents, including:

• Trade License for the year 2017 E.C.
• Business Registration Certificate
• Tax Identification Number (TIN)
• VAT Registration Certificate
• Current Tax Clearance Certificate
• Any other relevant supporting documents

4. All bids must be accompanied by a bid security (CPO only) equal to 2% of the total bid amount, valid for at least 28 days beyond the bid validity period, and enclosed in a separate sealed envelope.

5. The bid documents (for each Lot separately) must be submitted in three separate sealed envelopes:

• Envelope 1: Technical Offer (clearly marked “TECHNICAL OFFER for Lot 1 or Lot 2”)
• Envelope 2: Financial Offer Original (marked “FINANCIAL OFFER – ORIGINAL for Lot 1 or Lot 2”)
• Envelope 3: Financial Offer – Copy (marked “FINANCIAL OFFER – COPY for Lot 1 or Lot 2”)

These, together with the bid security, shall be enclosed in a single outer envelope, properly sealed, signed, and addressed to the WLRC at the address indicated below.

6. Bidders must include detailed specifications for the respective lots in their technical submission.

7. The bid will be closed on November 10, 2025, at 2:00 PM, and opened on the same day at 2:30 PM in the presence of bidders or their authorized representatives at the WLRC Conference Room, Addis Ababa.

8. Bidders are strongly advised to read and comply with all instructions provided in the bidding document.

9. Failure to comply with any of the above requirements (from S.No. 2 to 8) shall result in automatic rejection of the bid.

10. The Water and Land Resource Center (WLRC) reserves the right to accept or reject any or all bids and to annul the bidding process at any time without thereby incurring any liability to the bidders.
