1. Background

Wide Horizons for Children Inc is a child focused community and family empowering. US-based international humanitarian and development organization dedicated to the well-being of orphaned and vulnerable children. Wide Horizons for Children Ethiopia has been operational since 2003 and was re-registered with legal personality under registry number 1119 on September 9, 2019, in accordance with the Civil Society Organizations Proclamation No. 1113/2019. The organization envisions a world where every child has the opportunity to grow up in a loving, healthy and stable family, and not only survive but thrive. Wide Horizons for Children Ethiopia Office invites interested and eligible bidder for procurement of vehicles and motor cycle listed below.

2. Invitation Summery

Wide Horizons for Children Ethiopia invites eligible and qualified bidders for the supply of 4 Electric Motorcycles and 1 Electric Vehicle. The bid submission deadline is April 28, 2026, at 2:00 AM, and bids will be opened on April 29, 2026, at 10:00 AM at the organization’s Country Office in Addis Ababa

3. Specification

A. ELECTRIC MOTORCYCLE SPECIFICATION

• Motor Power: Minimum 2000W (to handle hills and rough field paths),
• Battery Type: Lithium-ion (Removable/Swappable preferred) for easy charging in field offices.
• Range: Minimum 120 km-150 km an a full charge.
• Tires: Preferably off-road or All-terrain fires suitable for gravel and unpaved roads,
• Payload Capacity: Minimum 150 kg (to comy staff and field equipment)
• Accessories: front/rear mudguards and dual suspension.
• Charging: Standard 220V plug compatible with Ethiopian outlets fast-charge capability is a plus.

B. ELECTRIC VEHICLE SPECIFICATION

•  Vehicle Type: 5-Seater Passenger Car (Hatchback or SUV).
• Condition: Brand New, 2025-2026 Model Year
• Molor Power: Minimum 70 kW 194 hp) or above.
• Battery Capacity: Minimum 40 kWh or above.
• Driving Range: Minimum 400 km (CLIC/NEDC) on a single full charge.
•  Charging Capability: Must support both AC (Slow) and DC (Fast) charging.
• Accessories: Must include a portable home charger (220V), floor mats, and a repair kit.
• Warranty: Minimum of 3 years or 100,000 km on the vehicle, and 5-8 years on the battery.

4. Bid Submission Instructions

Bid documents: can be obtained from April 15, 2026 during working Hours

Bid submission deadline: April 28, 2026, at 2:00am

Bid opening dale: Bids will be opened on April 29, 2026 at 10:00 AM at the Wide Horizons for Children Ethiopia Country Office (see full address below). Bidders or their authorized representatives may attend the opening session.

Method of Applicant

Bid documents can be obtained starting from April 15, 2026 during working hours, interested and qualified bidders can obtain the detailed bidding document by paying a non-refundable of ETB 1,000.00 in the name of the bidding participant organization via Tele birr at +251-969-99-58-39. The payment screenshot should be sent via Telegram using the same number

5. Bidders are required to submit the following documents

• Bidding will be conducted in accordance with the open tendering procedures, with the open tendering procedures contained in the Directives of the Organization and other Relevant Lows of the Country, and is open to all eligible bidders.
• Bidders shall present a copy of renewed trade license. certificate of registration, tax clearance certification. VAT registration certificate and TIN registration certificate as part of technical proposal
• Bids should be submitted in two separate sealed envelopes:
• Technical and Financial proposals.
• Manufacturer’s warranty documentation
• Delivery time which is in Addis Ababa to the premises of Wide Horizons for Children Elhiopia
• After-sales support coverage (maintenance, spare parts)
• Price quotations in E18, inclusive of all applicable taxes and delivery costs must be submitted in a sealed envelope
• Proposed payment terms, including payment method; schedule and timeline, noting that payment will be made via bank transfer upon submission of a valid invoice and after satisfactory delivery and acceptance of the goods/services.
• All bidders are required to furnish a bid security as a mandatory condition for participation in this tender. The bid security shall be submitted in the form of a Cash Payment Order (CPO) and shall be calculated based on the bidder’s category, as follows:
  • Five percent (5%) of the total quoted price for motor bidders
  • Seven percent (7%) of the total quoted price for vehicle bidders; and
  • Seven percent (7%) of the total quoted price for bidden submitting offers for both vehicles and motor.

This requirement is mandatory and non-compliance shall result in disqualification of the bid.

Winners should deliver the vehicles within 5 days after receiving the purchase order to the premises of Wide Horizons for Children Ethiopia with all required documents.

6. Evaluation Criteria

• Bidders must be legally registered and authorized to supply vehicles and/or electric motorcycles in Ethiopia

Bidders are advised to carefully review the detailed specifications before submitting and only quote for items available in their store.

7. General Criteria

Failure to deliver the items within five (5) days after the award, or any other failure to comply with the terms of the bid conditions, shall result In the forfeiture of the CPO, and the bld will be awarded to the next (second) lowest evaluated bidder.

The deadline for submission is Ten (10) working days from the date of this announcement, no later than 2:00 am (local lime).

Wide Horizons for Children Ethiopia reserves the right either to cancel this bid wholly or partially at any stage of the procurement process and to accept or reject any or all bids without assigning any reason.
