Procurement of Teaching and Learning Materials, Sport Kits,

Menstrual Kits, Reference Books, and Montessori Kits

Development Expertise Center (DEC) is a national NGO established in 2007 and re-registered in 2019 under registration No. 0009. DEC operates humanitarian and development programs across Amhara, Afar, Oromia, Tigray, South West Ethiopia, Gambella, Benishangul- Gumuz, and Addis Ababa City Administration. DEC Currently implements different project under Child well-being and Education, Gender and life skills, Employable Skills Development, Advocacy and Humanitarian Emergency Response Programs while upholding strong safeguarding, child protection, and anti-corruption principles.

DEC hereby invites sealed bids from eligible and qualified suppliers for the procurement of:

1. Teaching and Learning Materials (Scholastic Materials)

2. Sport Kits

3. Menstrual Kits

4. Reference Books

5. Montessori Kits (Full Sets)

Eligibility Requirements

Bidders must:

• Hold valid and renewed business licenses for the current fiscal year
• Possess valid trade registration and TIN/VAT certificates
• Demonstrate relevant technical and financial capacity
• Comply with Ethiopian laws and regulations
• Have no record of fraud, corruption, or professional misconduct

Required Bid Documents

Interested suppliers shall submit:

1. Technical proposal with specifications and delivery schedule

2. Financial proposal/quotation

3. Valid business license, Trade registration certificate, TIN/VAT registration certificate

4. All bidders are required to submit a 2% Bid Security/CPO calculated based on the total bid amount, issued in the name of Development Expertise Center (DEC) and enclosed together with the bid document.

Financial Conditions

• Prices must be quoted in Ethiopian Birr (ETB) only
• Financial offers must be 15% VAT inclusion
• Unit and total prices must be stated clearly
• Alteration of quantities and specifications is not permitted

Late submissions will not be accepted.

Evaluation and Award

Bids will be evaluated based on: Technical compliance (40%) and financial competitiveness)

DEC reserves the right to accept or reject any bid wholly or partially and may cancel the tender process without liability.

Ethical Compliance

All bidders must comply with DEC’s safeguarding, child protection, and anti-corruption policies. Any fraudulent, corrupt, or unethical practice will result in immediate disqualification.
