1. Project Objective & Expanded Scope of Works

Tulu Kapi Gold Mine Share Company (TKGM) is issuing this Request for Quotation (TKGM-RFQ-2026-Fuel Tank Installation-001) to solicit firm technical and commercial proposals from qualified heavy transport, electro-mechanical, and fuel infrastructure contractors for the turnkey end-to-end scope of loading, haulage, and installation of 4 pieces of 50,000-Liter (50 m3) single-wall Above ground Storage Tanks (AST).

The scope encompasses complete Ex-Works crane loading at the manufacturer’s plant in Addis Ababa, route survey and secure low-bed heavy transport to West Welega (Tulu Kapi Gold Mine Site), offloading, crane rigging and tank placement, fuel delivery/suction/vent piping networks for all 4 units, dispenser pump integration, automated tank gauging monitoring automation, electrical grounding/explosion-proof wiring, and final commissioning compliant with ES 7022:2023.

2. Contractor Technical, Logistics & Health, Safety & Environment (HSE) Requirements

• Ex-Works Factory Crane Loading (Addis Ababa): Provision of suitable mobile crane and certified rigging personnel to load 4 manufactured 50k tanks onto heavy-duty low-bed transport trailers at the manufacturer’s yard in Addis Ababa, including proper wooden saddle cradles and tension tie-down lashing.

3. Bill of Quantities (BOQ) & Financial Response Template (Revised for 4 x AST)

Bidders must fill out unit rates and total amounts in Ethiopian Birr (ETB) for each item in the BOQ matrix 

4. Installation Contractor Submission Guidelines

• Technical Submission: Provide structural methodology statement for aboveground bund installations, transport vehicle details (low-bed capacities, transit insurance), crane lifting plan, safety plan, key personnel CVs, and detailed project schedule (Gantt chart).
• Commercial Submission: Fill out all unit rates and total amounts in Section 3 (BOQ) above in Ethiopian Birr (ETB), ensuring Ex-Works loading and long-haul transport rates for all 4 tanks are explicitly stated.
• Mandatory Credentials: Valid Ethiopian Construction/Electro-Mechanical Trade License (GC/RC/EMC Grade 5 or above), VAT Registration, Tax Clearance Certificate, and relevant past bulk fuel facility project references.

5. Submission Instructions
