Médecins Sans Frontières (MSF) translates to doctors without border, is an international non-profit association. MSF provides assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict; irrespective of race, religion, creed or political convictions; and guided by medical ethics and the principles of impartiality, independence and neutrality. And to this end in Ethiopia, we are providing humanitarian aid in different regions (Afar &Tigray) in Ethiopia with country office in Addis Ababa.

The planned facility will be a construction of staff lounge building and an approximate total floor area of 35 m2. The construction works will include the building and associated works as detailed in the tender documents, drawings, technical specifications and Bill of Quantities (BoQ).

To support this initiative, MSF Belgium is seeking qualified and experienced General/Building Contractors (Grade 5 and below) with demonstrated experience in construction and/or renovation of healthcare facilities or similar building projects.

Tender documents will be available from 2nd of November 2026 to 6th of November 2026, during official office hours.

Submission of Bids

Contractors shall submit their sealed bids on working hours of 9th of November 2026, during official office hours, to the MSF Belgium office, located in Semera Town.

Tender Opening

The tender opening will take place on: Date: 10th Nov 2026 Time: 10:00 AM Location: MSF Belgium Semera Office, Semera, Afar

The tender opening will be conducted in the presence of bidders or their authorized representatives who wish to attend.

MSF Belgium reserves the right to accept or reject any bid, in whole or in part, in accordance with its procurement procedures and applicable tender requirements.

All bid documents must be submitted in sealed envelopes, clearly labelled -with the bidder’s name, address, legal stamp, and the project title:

“Construction of staff lounge building at Semera Office-35 m2” Bidders are required to submit:

• One (1) original and one (1) copy of the Technical Proposal; and
• One (1) original and one (1) copy of the Financial Proposal.

The technical and financial proposals must be prepared separately and individually sealed before being submitted to MSF Belgium at the address indicated above.

Only bids submitted within the specified submission period and in accordance with the tender requirements will be considered.
