CALL FOR EXPRESSION OF INTEREST (EOI)
PURCHASE OF AN OFFICE BUILDING

The Water and Land Resource Centre (WLRC) hereby invites interested individuals and organizations that own office buildings for sale, as well as their legally authorized representatives, to submit an Expression of Interest (EOI) for the potential sale of suitable office buildings to WLRC, subject to mutually agreeable terms and conditions.

WLRC intends to acquire a suitable office building in Addis Ababa to serve as its permanent headquarters and accommodate its long-term institutional operations.

Accordingly, the Centre is seeking a property that meets its requirements in terms of strategic location, accessibility, building size, structural condition, available facilities, adequate parking capacity, and clear legal ownership status.

1. Preferred Location and Minimum Property Requirements

WLRC is particularly interested in office buildings located within the areas extending between Bole International Airport, Urael Church, around 22 area, the British Embassy, Megenagna, Kebele 24 area, Summit, Figa, Gergi, Wessen, and other nearby or accessible areas of Addis Ababa.

The property should preferably meet the following minimum requirements:

• Gross Land Area: At least 800m2
• Gross Floor Area: At least 2,000 m2 of gross floor area.
• Parking Facilities: Adequate on-site parking space to accommodate staff, visitors, and institutional vehicles.
• Building Condition: A structurally sound, well-maintained building suitable for immediate or relatively minor renovation before occupation.
• Accessibility: Convenient access to major roads and essential public and institutional services.
• Legal Ownership: Clear and valid ownership documentation, free from unresolved legal disputes or restrictions that may affect the transfer of ownership.

2. Information Required from Interested Property Owners

To facilitate WLRC’s preliminary assessment and decision-making, interested property owners or their legally authorized representatives are requested to submit the following information:

1. Property Location: Exact address and location of the office building.
2. Building Details: Total land area, gross floor area, number of floors, parking capacity, building layout, available facilities, and other relevant specifications.
3. Ownership Documentation: Copies of valid title deed, land leasehold documentation, and other relevant legal ownership documents.
4. Property Condition: Current physical condition, occupancy status, building age, and availability for transfer.
5. Asking Price: Proposed selling price and applicable payment terms.
6. Legal and Financial Status: Information regarding any existing mortgages, encumbrances, outstanding obligations, or other restrictions affecting the property.

Interested parties are also encouraged to attach recent photographs of the building, its internal and external facilities, and available parking areas.

3. Submission Deadline and Further Assessment

Interested property owners or their legally authorized representatives are invited to submit their Expression of Interest, together with the relevant property information and supporting documents in sealed envelope, to the Water and Land Resource Centre (WLRC) Procurement and Logistics Unit on or before November 15, 2026.

Upon receipt and preliminary review of the submitted information, WLRC may arrange site visits, conduct the necessary technical, legal, and financial due diligence, and initiate discussions and negotiations with shortlisted property owners toward a mutually beneficial agreement.

4. Important Notice

This Call for Expression of Interest is intended solely to identify potential properties and initiate preliminary discussions. It does not constitute a legally binding commitment or obligation by the WLRC to purchase any property.

Any potential purchase shall be subject to satisfactory technical, legal, and financial due diligence; agreement on commercial terms and conditions; and fulfillment of all applicable legal and regulatory requirements.

WLRC reserves the right to accept or reject any or all expressions of interest without incurring any obligation to the interested parties.
