Qualification Requirements

• Form Data on Joint Ventures

  In the case of a Bid Proposal submitted by a joint venture (JV), the Consultant has failed to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITC Clause 4.1

• Professional practice certificates

  a. At least 10 (Ten) staff currently work for the Consultant;

  The staff’s employment documentary evidence must be authenticated by a mandated

  government authority.

  b. Among the staff mentioned in sub-clause (a) should be at least 3 (Three) needs to be of

  higher/management (minimum 10 years work experience) position.

• Consultant Certification of Compliance Form

  Consultant has to provide in the Consultant Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 14.1

• prices currency

  Consultant has to quote prices in currency specified in the BDS in accordance with ITC Clause 20.

• Conflict of interest

  Consultant is found to have no a conflict of interest as described in ITC Clause 5

• Nationality

  Consultant does have nationality in accordance with ITC Sub-Clause 4.2

• Submission of Financial Statement

  Consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria

• Average annual turnover

  The average annual turnover for the period specified in Section 3, Evaluation Methodology and Criteria does not exceed the amount of the financial proposal of the Bid Proposal in value specified in the BD

• Team Skill Matrix

  Consultant has to provide in the Consultant Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract

• CVs of the Professional staff

  Consultant has to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

• Certificates of satisfactory execution of contracts

  Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3

• Business organization registration certificate or trade license (Foreign Consultant)

  Foreign Consultant has to submit business organization registration certificate or trade license issued by the country of establishment, in accordance with ITC Clause 4.5(c)

• Valid business license

  Consultant shall submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause

• VAT registration certificate

  Domestic Consultant has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b) (ii), in accordance with ITC Clause 4. 5(b)(ii)

• Valid tax clearance certificate

  Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii)

• Technical Proposal Submission Sheet Form

  Consultant has to provide in the Technical Proposal Submission Sheet Form the Statement attesting the origin of the Consultancy Services offered

• Technical Proposal in accordance with Terms of Reference

  Consultant has to complete its Technical Proposal, Form T 3 in accordance with Terms of Reference presented as per template in Section 6

• Contracts successfully completed

  The Consultant has successfully completed at least Three (3) Supervision and Contract

  Administration Contracts with a peak budget of at least 150,000,000.00 (One Hundred Fifty

  Million Birr) in the past 10 (Ten) years.

• Submission of proof of financial standing

  The average annual calculated as total certified payments received for contracts in

  progress or completed within the last 3 years must exceed Birr 3,800,000.00 (Three Million

  Eight Hundred Thousand Birr).
