REQUEST FOR EXPRESSION OF INTEREST (EOI) – No. ET-EOI-006-2026
FOR PROVISION OF MOBILE SAFE HOUSES / MOBILE PROTECTIVE BUNKERS

1. Background

The World Food Programme (WFP) Ethiopia Country Office invites qualified manufacturers, authorized distributors, suppliers, and solution providers to submit an Expression of Interest (EOI) for the potential supply, delivery, installation, and after-sales support of Mobile Safe Houses / Mobile Protective Bunkers at various WFP Warehouses in Ethiopia to support personnel safety, operational continuity, and emergency preparedness requirements.

Prospective companies should have at least five (5) years of demonstrated experience in the design, manufacture, supply, installation, and after-sales support of mobile safe rooms, or blast-resistant shelters. Companies should provide evidence of at least three (3) successfully completed similar projects within the last five (5) years, preferably in security, military, diplomatic, industrial, or high-risk operating environments.

2. Description of Requirements

Interested companies should have the capacity to supply mobile protective shelters with specifications including, but not limited to, the following:

Protection Level	Protection against ballistic threats, blast effects, debris, shrapnel, indirect fire threats, intrusion, and other security hazards as applicable
Shelter Capacity	Various sizes and occupancy capacities
Deployment	Rapid installation and commissioning
Customization	Custom sizes, layouts, colours and finishes available according to operational requirements, including ventilation system for long stay
Maintenance	Low-maintenance design suitable for deployment in remote and challenging environments
Operational Use	Personnel protection, security posts, emergency accommodation, offices, control rooms, medical support units, storage facilities and other humanitarian operational purposes
Environmental Conditions	Suitable for operation in diverse climatic conditions
Service Support	Provision of shipping and lifting, installation, training, maintenance and after-sales support.

The mobile safe houses feature include;

• Air conditioning, ventilation/air filtration, electrical power, lighting, and communication systems.
• Thermal insulation, internal finishing, windows, protective shutters, and emergency exits.
• Power connectivity solutions and enhanced protective measures based on operational requirements.
• The proposed shelters should be suitable for deployment in remote operational locations and emergency environments requiring enhanced personnel protection.
• Internal lock without option for external handle.

3. Required Documents

Interested companies must provide the following documents:

• Company’s Confirmation in Writing of Interest to Participate.
• Company Profile indicating experience in manufacturing, supplying and/or installing protective shelter solutions.
• Valid Business License relevant to the proposed services and products.
• Commercial Registration Certificate, VAT Registration Certificate, TIN Certificate,
• Manufacturer Authorization Letter (where applicable).
• Evidence of at least (3) three similar Supplies or Projects Completed during the Last Five(5) Years.
• Technical Brochures, Catalogues and Product Information Sheets.
• Three (3) Client Reference Letters.
• Memorandum of Understanding / Article of Association (for PLC or Share Company).
• Quality Assurance Certifications (if available).
• Occupational Health and Safety Policy (if available).
• Other Relevant Supporting Documents.
• Product test reports for ballistic and blast protection.
• Certification of compliance with applicable international standards.
• Detailed technical specifications and datasheets.
• Manufacturer’s warranty statement.
• Sample operation and maintenance manuals.
• Sample installation and commissioning procedures.
• Evidence of after-sales support capacity and spare parts availability.
• Environmental Management Certification (e.g., ISO 14001).
• Occupational Health and Safety Certification (e.g., ISO 45001).

4. Method of Submission of Documents

Vendors interested in participating in the prequalification process are requested to express their interest and submit the required qualification documents to WFP via email at addisababa.procurement@wfp.org 

Please ensure that the email subject line clearly indicates: The EOI reference number: ET-EOI-006-2026, and the project title: “Supply, Installation and Commissioning of Mobile Safe Houses / Mobile Protective Bunkers at various WFP Warehouses in Ethiopia”. This will facilitate efficient tracking and follow-up the responses by WFP.

5. Submission Deadline

EOI submissions must be received on or before: 05 October 2026, 12:00 hrs (East Africa Time) . 

Any requests for clarification should be sent to the above e-mail address not later than three (3) days before the submission deadline.
